| 1 | AMENDMENT TO HOUSE BILL 4877
| ||||||
| 2 | AMENDMENT NO. ______. Amend House Bill 4877 by replacing | ||||||
| 3 | everything after the enacting clause with the following:
| ||||||
| 4 | "Section 5. The State Fair Act is amended by changing | ||||||
| 5 | Section 8 as follows:
| ||||||
| 6 | (20 ILCS 210/8) (from Ch. 127, par. 1708)
| ||||||
| 7 | Sec. 8. There is created a Board of State Fair Advisors | ||||||
| 8 | consisting of
the Director, 4 ex-officio members as hereafter | ||||||
| 9 | named, and up to 15 20 persons
appointed by the Governor. The | ||||||
| 10 | Chairman and minority
spokesman of the House Agriculture and | ||||||
| 11 | Conservation Committee and the Chairman and minority
spokesman | ||||||
| 12 | of the Senate Agriculture, Conservation and Energy Committee of
| ||||||
| 13 | the Illinois General Assembly shall serve as ex-officio | ||||||
| 14 | members. No more
than 3 of the Board members shall be appointed | ||||||
| 15 | from any one county. The terms of members of the State Fair | ||||||
| 16 | Advisory Board appointed before the effective date of this | ||||||
| |||||||
| |||||||
| 1 | amendatory Act of the 100th General Assembly shall expire on | ||||||
| 2 | January 21, 2019. Initial appointments made after the effective | ||||||
| 3 | date of this amendatory Act of the 100th General Assembly shall | ||||||
| 4 | be for terms of one, 2, and 3 years staggered to provide for | ||||||
| 5 | the selection of 5 members each year. All subsequent | ||||||
| 6 | appointments shall be for terms of 3 years. All terms shall | ||||||
| 7 | commence on the 3rd Monday in January. Members
of the State | ||||||
| 8 | Fair Advisory Board shall serve for 2 year terms commencing on
| ||||||
| 9 | the third Monday of January of each odd-numbered year. The | ||||||
| 10 | Governor shall in
making appointments to the Board provide for | ||||||
| 11 | a representation of the operational interests
of the State Fair | ||||||
| 12 | and this State the State of Illinois. Members of the Board | ||||||
| 13 | shall
receive no compensation, but shall be reimbursed for | ||||||
| 14 | necessary expenses
incurred in the performance of their duties. | ||||||
| 15 | An appointed member's office
becomes vacant upon his or her | ||||||
| 16 | absence from 2 consecutive regularly
scheduled meetings. The | ||||||
| 17 | Director or his or her authorized representative from the
| ||||||
| 18 | Department shall act as chairman of the Board. The duties of | ||||||
| 19 | the Board
are to advise the Director and the Department on | ||||||
| 20 | matters concerning the
operation of each State Fair and State | ||||||
| 21 | Fairgrounds as they pertain to varied
interests in the State | ||||||
| 22 | Fairs and the people of this State the State of Illinois.

| 24 | Section 10. The Metropolitan Pier and Exposition Authority | ||||||
| 25 | Act is amended by changing Section 14 as follows:

| 1 | (70 ILCS 210/14) (from Ch. 85, par. 1234) | ||||||
| 2 | Sec. 14. Board; compensation. The governing and | ||||||
| 3 | administrative body of the Authority shall be a
board known as | ||||||
| 4 | the Metropolitan Pier and Exposition Board. On the effective | ||||||
| 5 | date of this amendatory Act of the 96th General Assembly, the | ||||||
| 6 | Trustee shall assume the duties and powers of the Board for a | ||||||
| 7 | period of 18 months or until the Board is fully constituted, | ||||||
| 8 | whichever is later. Any action requiring Board approval shall | ||||||
| 9 | be deemed approved by the Board if the Trustee approves the | ||||||
| 10 | action in accordance with Section 14.5. Beginning the first | ||||||
| 11 | Monday of the month occurring 18 months after the effective | ||||||
| 12 | date of this amendatory Act of the 96th General Assembly, the | ||||||
| 13 | Board shall consist of 9 members. The Governor shall appoint 4 | ||||||
| 14 | members to the Board, subject to the advice and consent of the | ||||||
| 15 | Senate. The Mayor shall appoint 4 members to the Board. At | ||||||
| 16 | least one member of the Board shall represent the interests of | ||||||
| 17 | labor and at least one member of the Board shall represent the | ||||||
| 18 | interests of the convention industry. A majority of the members | ||||||
| 19 | appointed by the Governor and Mayor shall appoint a ninth | ||||||
| 20 | member to serve as the chairperson. The Board shall be fully | ||||||
| 21 | constituted when a quorum has been appointed. The members of
| ||||||
| 22 | the board shall be individuals of generally recognized ability | ||||||
| 23 | and
integrity. No member of the Board may be (i) an
officer or | ||||||
| 24 | employee of, or a member of a board, commission or authority | ||||||
| 25 | of,
the State, any unit of local government or any school | ||||||
| |||||||
| |||||||
| 1 | district or (ii) a person who served on the Board prior to the | ||||||
| 2 | effective date of this amendatory Act of the 96th General | ||||||
| 3 | Assembly. | ||||||
| 4 | Of the initial members appointed by the Governor, one shall | ||||||
| 5 | serve for a term expiring June 1, 2013, one shall serve for a | ||||||
| 6 | term expiring June 1, 2014, one shall serve for a term expiring | ||||||
| 7 | June 1, 2015, and one shall serve for a term expiring June 1, | ||||||
| 8 | 2016, as determined by the Governor. Of the initial members | ||||||
| 9 | appointed by the Mayor, one shall serve for a term expiring | ||||||
| 10 | June 1, 2013, one shall serve for a term expiring June 1, 2014, | ||||||
| 11 | one shall serve for a term expiring June 1, 2015, and one shall | ||||||
| 12 | serve for a term expiring June 1, 2016, as determined by the | ||||||
| 13 | Mayor. The initial chairperson appointed by the Board shall | ||||||
| 14 | serve a term for a term expiring June 1, 2015. Successors shall | ||||||
| 15 | be appointed to 4-year terms. No person may be appointed to | ||||||
| 16 | more than 3 2 terms. | ||||||
| 17 | Members of the Board shall serve without compensation, but | ||||||
| 18 | shall be reimbursed for actual
expenses incurred by them in the | ||||||
| 19 | performance of their duties. All members of
the Board and | ||||||
| 20 | employees of the Authority are subject to the Illinois
| ||||||
| 21 | Governmental Ethics Act, in accordance with its terms. | ||||||

| 23 | Section 99. Effective date. This Act takes effect upon | ||||||
| 24 | becoming law.".
