1 | AMENDMENT TO HOUSE BILL 4657

2 | AMENDMENT NO. ______. Amend House Bill 4657 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The School Code is amended by adding Section | ||||||
5 | 27-23.11 as follows:
| ||||||
6 | (105 ILCS 5/27-23.11 new) | ||||||
7 | Sec. 27-23.11. Emotional Intelligence and Social and | ||||||
8 | Emotional Learning Task Force. The Emotional Intelligence and | ||||||
9 | Social and Emotional Learning Task Force is created to develop | ||||||
10 | curriculum guidelines and best practices on emotional | ||||||
11 | intelligence and social and emotional learning. The Task Force | ||||||
12 | shall consist of the State Superintendent of Education or his | ||||||
13 | or her designee and all of the following members, appointed by | ||||||
14 | the State Superintendent: | ||||||
15 | (1) A representative of a school district organized | ||||||
16 | under Article 34 of this Code. |

1 | (2) A representative of a statewide organization | ||||||
2 | representing school boards. | ||||||
3 | (3) A representative of a statewide organization | ||||||
4 | representing individuals holding professional educator | ||||||
5 | licenses with school support personnel endorsements under | ||||||
6 | Article 21B of this Code, including school social workers, | ||||||
7 | school psychologists, and school nurses. | ||||||
8 | (4) A representative of a statewide organization | ||||||
9 | representing children's mental health experts. | ||||||
10 | (5) A representative of a statewide organization | ||||||
11 | representing school principals. | ||||||
12 | (6) An employee of a school under Article 13A of this | ||||||
13 | Code. | ||||||
14 | (7) A school psychologist employed by a school district | ||||||
15 | in Cook County. | ||||||
16 | (8) Representatives of other appropriate State | ||||||
17 | agencies, as determined by the State Superintendent. | ||||||
18 | Members appointed by the State Superintendent shall serve | ||||||
19 | without compensation but shall be reimbursed for their | ||||||
20 | reasonable and necessary expenses from funds appropriated to | ||||||
21 | the State Board of Education for that purpose, including | ||||||
22 | travel, subject to the rules of the appropriate travel control | ||||||
23 | board. The Task Force shall meet at the call of the State | ||||||
24 | Superintendent. The State Board of Education shall provide | ||||||
25 | administrative and other support to the Task Force. | ||||||
26 | The Task Force shall develop age-appropriate, emotional |

1 | intelligence and social and emotional learning curriculum | ||||||
2 | guidelines and best practices for elementary schools and high | ||||||
3 | schools. The guidelines shall, at a minimum, include teaching | ||||||
4 | how to recognize, direct, and positively express emotions. The | ||||||
5 | Task Force shall complete the guidelines on or before January | ||||||
6 | 1, 2019. Upon completion of the guidelines the Task Force is | ||||||
7 | dissolved.

8 | Section 99. Effective date. This Act takes effect upon | ||||||
9 | becoming law.".
