| 3 | "Section 5-907. The Statewide Innovation Development and | ||||||
| 4 | Economy Act is amended by changing Section 5-15 as follows: | ||||||
| 5 | (50 ILCS 475/5-15) | ||||||
| 6 | Sec. 5-15. Limitations on STAR bond districts and STAR | ||||||
| 7 | bond projects. The Office of the Governor, in consultation | ||||||
| 8 | with the Department, the Department of Revenue, and the | ||||||
| 9 | Governor's Office of Management and Budget, shall have final | ||||||
| 10 | approval of all STAR bond districts and STAR bond projects | ||||||
| 11 | established under this Act, which may be established | ||||||
| 12 | throughout the 10 Economic Development Regions in the State as | ||||||
| 13 | established by the Department. Regardless of the number of | ||||||
| 14 | STAR bond districts established within any Economic | ||||||
| 15 | Development Region: (i) only one STAR bond project may be | ||||||
| 16 | approved for each Economic Development Region having a | ||||||
| 17 | population of less than 600,000; (ii) up to 3 STAR bond | ||||||
| 18 | projects may be approved for each Economic Development Region | ||||||
| 19 | having a population of between 600,000 and 999,999; and (iii) | ||||||
| 20 | up to 4 STAR bond projects may be approved for each Economic | ||||||
| 21 | Development Region having a population of 1,000,000 or more, | ||||||
| 22 | excluding projects located in STAR bond districts established | ||||||
| 23 | under the Innovation Development and Economy Act. A Capital | ||||||

| 1 | Area Tourism Project established under the Capital Area | ||||||
| 2 | Tourism Authority Act is considered a STAR bond project for | ||||||
| 3 | the purpose of calculating the limitation on the number of | ||||||
| 4 | STAR bond projects under this Section. A STAR bond district | ||||||
| 5 | under this Act may not be located either entirely or partially | ||||||
| 6 | inside of a municipality with a population in excess of | ||||||
| 7 | 2,000,000. | ||||||
| 8 | A STAR bond project that is not located in a NOVA district | ||||||
| 9 | may not receive reimbursement from the proceeds of bonds | ||||||
| 10 | secured by State sales tax increment that exceeds the lesser | ||||||
| 11 | of (1) 50% of the total development costs or (2) an aggregate | ||||||
| 12 | amount of $75,000,000. A STAR bond project that is located in a | ||||||
| 13 | NOVA district may not receive reimbursement from the proceeds | ||||||
| 14 | of bonds secured by State sales tax increment that exceeds the | ||||||
| 15 | lesser of (1) 50% of the total development costs or (2) an | ||||||
| 16 | aggregate amount of $800,000,000. | ||||||
