AMENDMENT TO HOUSE BILL 4496

2    AMENDMENT NO. ______. Amend House Bill 4496, AS AMENDED,
3with reference to page and line numbers of Senate Amendment
4No. 2, on page 4, line 3, after "Springfield.", by inserting
5"For the purpose of determining the number of STAR bond
6projects approved in an Economic Development Region, as
7limited by Section 5-15 of the Statewide Innovation
8Development and Economy Act, a Capital Area Tourism Project
9shall be considered a STAR bond project."; and
 
10on page 64, line 10, by replacing "contribution" with
11"increment"; and
 
12on page 69, line 16, by replacing "contribution" with
13"increment"; and
 
14on page 75, line 2, by replacing "contribution" with
15"increment"; and

1on page 78, immediately below line 4, by inserting the
2following:
 
3    "Section 5-907. The Statewide Innovation Development and
4Economy Act is amended by changing Section 5-15 as follows:
 
5    (50 ILCS 475/5-15)
6    Sec. 5-15. Limitations on STAR bond districts and STAR
7bond projects. The Office of the Governor, in consultation
8with the Department, the Department of Revenue, and the
9Governor's Office of Management and Budget, shall have final
10approval of all STAR bond districts and STAR bond projects
11established under this Act, which may be established
12throughout the 10 Economic Development Regions in the State as
13established by the Department. Regardless of the number of
14STAR bond districts established within any Economic
15Development Region: (i) only one STAR bond project may be
16approved for each Economic Development Region having a
17population of less than 600,000; (ii) up to 3 STAR bond
18projects may be approved for each Economic Development Region
19having a population of between 600,000 and 999,999; and (iii)
20up to 4 STAR bond projects may be approved for each Economic
21Development Region having a population of 1,000,000 or more,
22excluding projects located in STAR bond districts established
23under the Innovation Development and Economy Act. A Capital

1Area Tourism Project established under the Capital Area
2Tourism Authority Act is considered a STAR bond project for
3the purpose of calculating the limitation on the number of
4STAR bond projects under this Section. A STAR bond district
5under this Act may not be located either entirely or partially
6inside of a municipality with a population in excess of
72,000,000.
8    A STAR bond project that is not located in a NOVA district
9may not receive reimbursement from the proceeds of bonds
10secured by State sales tax increment that exceeds the lesser
11of (1) 50% of the total development costs or (2) an aggregate
12amount of $75,000,000. A STAR bond project that is located in a
13NOVA district may not receive reimbursement from the proceeds
14of bonds secured by State sales tax increment that exceeds the
15lesser of (1) 50% of the total development costs or (2) an
16aggregate amount of $800,000,000.
