with reference to page and line numbers of House Amendment No.
3, on page 5, immediately below line 2, by inserting the
following:
"(f) This Section only applies to non-home rule counties.";
and
on page 9, by replacing lines 21 through 25 with the following:
"(c) This Section only applies to non-home rule counties.".
