1 | AMENDMENT TO HOUSE BILL 3578
| ||||||
2 | AMENDMENT NO. ______. Amend House Bill 3578 by replacing | ||||||
3 | everything after the enacting clause with the following:
| ||||||
4 | "Section 5. The Illinois Vehicle Code is amended by | ||||||
5 | changing Sections 3-606, 3-606.1, and 3-610.1 as follows:
| ||||||
6 | (625 ILCS 5/3-606) (from Ch. 95 1/2, par. 3-606)
| ||||||
7 | Sec. 3-606. Members of General Assembly. Upon receipt of a | ||||||
8 | request of a
member of the General Assembly, accompanied by | ||||||
9 | the appropriate application and
fee, the Secretary of State | ||||||
10 | shall issue to the member 2 plates as described in
this | ||||||
11 | Section. Except as otherwise provided in this Section, if If | ||||||
12 | the member so requests, the Secretary shall issue 2 identical
| ||||||
13 | sets of such registration plates for use on 2 different motor | ||||||
14 | vehicles. A
member may request that the Secretary of State | ||||||
15 | issue registration plates in the
name of a corporation when | ||||||
16 | the corporation owns or leases the vehicle to be
registered |
| |||||||
| |||||||
1 | and the member is an officer or director of that corporation. | ||||||
2 | Such
registration plates shall be issued for a 2-year period | ||||||
3 | beginning January 1 of
each odd-numbered year and ending | ||||||
4 | December 31 of the subsequent even-numbered
year. If the | ||||||
5 | application is from a member of the Senate, there shall
appear | ||||||
6 | on the rear plate, in addition to the designation of the State | ||||||
7 | and the
year for which the license was issued, the word | ||||||
8 | "official" and appropriate
wording or abbreviation indicating | ||||||
9 | that the holder is a member of the
Senate, followed by the | ||||||
10 | number of the senatorial district of the member.
On the front | ||||||
11 | plate, there shall appear appropriate wording or abbreviation
| ||||||
12 | indicating that the holder is a member of the Senate. If
the | ||||||
13 | application is from a member of the House of Representatives, | ||||||
14 | there
shall appear on the rear plate, in addition to the | ||||||
15 | designation of the State and
the year for which the license was | ||||||
16 | issued, the word "official" and
appropriate wording or | ||||||
17 | abbreviation indicating that the holder is a member
of the | ||||||
18 | House of Representatives, followed by the number assigned to | ||||||
19 | the
member. On the front plate, there shall appear appropriate | ||||||
20 | wording or
abbreviation indicating that the holder is a member | ||||||
21 | of the House of
Representatives. Numbers 1 through 118 shall | ||||||
22 | be assigned and members with the
longest length of service as | ||||||
23 | members of the legislature shall be given the
lower numbers.

24 | When members have an equal length of service, the lower | ||||||
25 | numbers shall be
given in alphabetical order based on | ||||||
26 | surnames.

1 | A member of the General Assembly who has a disability as | ||||||
2 | defined under Section 1-159.1 may request one set of | ||||||
3 | specialized plates which display the International Symbol of | ||||||
4 | Access and shall be subject to the provisions within Section | ||||||
5 | 3-616. The set of specialized plates displaying the | ||||||
6 | International Symbol of Access shall only be issued along with | ||||||
7 | the assignment of a corresponding disability placard that must | ||||||
8 | be displayed in the vehicle. The surviving spouse of the | ||||||
9 | member shall not be entitled to retain this plate. | ||||||

12 | Sec. 3-606.1. Retired members of the General Assembly. | ||||||
13 | Upon receipt
of a request from a retired member of the General | ||||||
14 | Assembly, accompanied
by the appropriate application and fee, | ||||||
15 | the Secretary of State shall issue
to such retired member | ||||||
16 | plates bearing appropriate wording or abbreviations
indicating | ||||||
17 | that the holder is a retired member of the General Assembly.

18 | Such plates may be issued for a 2 year period beginning January | ||||||
19 | 1st of
each odd-numbered year and ending December 31st of the | ||||||
20 | subsequent even-numbered year. Except as otherwise provided in | ||||||
21 | this Section, upon Upon the death of a retired member who has | ||||||
22 | been issued a retired member of the General Assembly plate, | ||||||
23 | that member's surviving spouse shall be entitled to retain the | ||||||
24 | plate so long as the surviving spouse is a resident of Illinois | ||||||
25 | and transfers the registration to his or her name within 90 |

1 | days of the death of the retired member.
| ||||||
2 | A retired member of the General Assembly who has a | ||||||
3 | disability as defined under Section 1-159.1 may request one | ||||||

or older, has served as a member of the General | ||||||
14 | Assembly for a minimum of 4
years, and retired prior to the | ||||||
15 | convening of the 83rd General Assembly.
| ||||||
16 | The fees and procedures relating to such plates for | ||||||
17 | retired members of
the General Assembly shall be the same as | ||||||
18 | the fees and procedures applicable
to personalized plates | ||||||
19 | issued under this Code.

22 | Sec. 3-610.1. Retired members of the Illinois | ||||||
23 | congressional delegation.
Upon receipt of a request from a | ||||||
24 | retired member of the Illinois congressional
delegation, | ||||||
25 | accompanied by the appropriate application and fee, the |

of State shall issue to the retired member special | ||||||
2 | registration plates
bearing appropriate wording
or | ||||||
3 | abbreviations indicating that the holder is a retired member | ||||||
4 | of the Illinois
congressional delegation. The plates may be | ||||||
5 | issued for a 2 year period
beginning January 1st of each | ||||||
6 | odd-numbered year and ending December 31st of the
subsequent | ||||||
7 | even-numbered year.

8 | An applicant shall be charged a $15 fee for original | ||||||
9 | issuance in addition to
the applicable registration fee. This | ||||||
10 | additional fee shall be deposited into
the Secretary of State | ||||||
11 | Special License Plate Fund. For each
registration renewal | ||||||
12 | period, a $2 fee, in addition to the appropriate
registration | ||||||
13 | fee, shall be charged and shall be deposited into the Retired
| ||||||
14 | Members of the Illinois Congressional Delegation Fund.
| ||||||
15 | A retired member of the Illinois Congressional delegation | ||||||
16 | who has a disability as defined under Section 1-159.1 may | ||||||
17 | request one set of specialized plates which display the | ||||||
18 | International Symbol of Access and shall be subject to the | ||||||
19 | provisions within Section 3-616. The set of specialized plates | ||||||
20 | displaying the International Symbol of Access shall only be | ||||||
21 | issued along with the assignment of a corresponding disability | ||||||

Representatives representing the State | ||||||
2 | of Illinois. The term does not include
an individual who is | ||||||
3 | serving in the U.S. Senate or U.S. House of
Representatives.
