AMENDMENT TO HOUSE BILL 1745
2 AMENDMENT NO. ______. Amend House Bill 1745 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The School Code is amended by changing
5Sections 21B-20 and 21B-30 as follows:
6 (105 ILCS 5/21B-20)
7 Sec. 21B-20. Types of licenses. The State Board of
8Education shall implement a system of educator licensure,
9whereby individuals employed in school districts who are
10required to be licensed must have one of the following
11licenses: (i) a professional educator license; (ii) an
12educator license with stipulations; (iii) a substitute
13teaching license; or (iv) until June 30, 2028, a short-term
14substitute teaching license. References in law regarding
15individuals certified or certificated or required to be
16certified or certificated under Article 21 of this Code shall

1also include individuals licensed or required to be licensed
2under this Article. The first year of all licenses ends on June
330 following one full year of the license being issued.
4 The State Board of Education, in consultation with the
5State Educator Preparation and Licensure Board, may adopt such
6rules as may be necessary to govern the requirements for
7licenses and endorsements under this Section.
8 (1) Professional Educator License. Persons who (i)
9 have successfully completed an approved educator
10 preparation program and are recommended for licensure by
11 the Illinois institution offering the educator preparation
12 program, (ii) have successfully completed the required
13 testing under Section 21B-30 of this Code, (iii) have
14 successfully completed coursework on the psychology of,
15 the identification of, and the methods of instruction for
16 the exceptional child, including, without limitation,
17 children with learning disabilities, (iv) have
18 successfully completed coursework in methods of reading
19 and reading in the content area, and (v) have met all other
20 criteria established by rule of the State Board of
21 Education shall be issued a Professional Educator License.
22 All Professional Educator Licenses are valid until June 30
23 immediately following 5 years of the license being issued.
24 The Professional Educator License shall be endorsed with
25 specific areas and grade levels in which the individual is
26 eligible to practice. For an early childhood education

1 endorsement, an individual may satisfy the student
2 teaching requirement of his or her early childhood teacher
3 preparation program through placement in a setting with
4 children from birth through grade 2, and the individual
5 may be paid and receive credit while student teaching. The
6 student teaching experience must meet the requirements of
7 and be approved by the individual's early childhood
8 teacher preparation program.
9 Individuals can receive subsequent endorsements on the
10 Professional Educator License. Subsequent endorsements
11 shall require a minimum of 24 semester hours of coursework
12 in the endorsement area and passage of the applicable
13 content area test, unless otherwise specified by rule.
14 (2) Educator License with Stipulations. An Educator
15 License with Stipulations shall be issued an endorsement
16 that limits the license holder to one particular position
17 or does not require completion of an approved educator
18 program or both.
19 An individual with an Educator License with
20 Stipulations must not be employed by a school district or
21 any other entity to replace any presently employed teacher
22 who otherwise would not be replaced for any reason.
23 An Educator License with Stipulations may be issued
24 with the following endorsements:
25 (A) (Blank).
26 (B) Alternative provisional educator. An

1 alternative provisional educator endorsement on an
2 Educator License with Stipulations may be issued to an
3 applicant who, at the time of applying for the
4 endorsement, has done all of the following:
5 (i) Graduated from a regionally accredited
6 college or university with a minimum of a
7 bachelor's degree.
8 (ii) Successfully completed the first phase of
9 the Alternative Educator Licensure Program for
10 Teachers, as described in Section 21B-50 of this
11 Code.
12 (iii) Passed a content area test, as required
13 under Section 21B-30 of this Code.
14 The alternative provisional educator endorsement is
15 valid for 2 years of teaching and may be renewed for a
16 third year by an individual meeting the requirements set
17 forth in Section 21B-50 of this Code.
18 (C) Alternative provisional superintendent. An
19 alternative provisional superintendent endorsement on
20 an Educator License with Stipulations entitles the
21 holder to serve only as a superintendent or assistant
22 superintendent in a school district's central office.
23 This endorsement may only be issued to an applicant
24 who, at the time of applying for the endorsement, has
25 done all of the following:
26 (i) Graduated from a regionally accredited

1 college or university with a minimum of a master's
2 degree in a management field other than education.
3 (ii) Been employed for a period of at least 5
4 years in a management level position in a field
5 other than education.
6 (iii) Successfully completed the first phase
7 of an alternative route to superintendent
8 endorsement program, as provided in Section 21B-55
9 of this Code.
10 (iv) Passed a content area test required under
11 Section 21B-30 of this Code.
12 The endorsement is valid for 2 fiscal years in
13 order to complete one full year of serving as a
14 superintendent or assistant superintendent.
15 (D) (Blank).
16 (E) Career and technical educator. A career and
17 technical educator endorsement on an Educator License
18 with Stipulations may be issued to an applicant who
19 has a minimum of 60 semester hours of coursework from a
20 regionally accredited institution of higher education
21 or an accredited trade and technical institution and
22 has a minimum of 2,000 hours of experience outside of
23 education in each area to be taught.
24 The career and technical educator endorsement on
25 an Educator License with Stipulations is valid until
26 June 30 immediately following 5 years of the

1 endorsement being issued and may be renewed.
2 An individual who holds a valid career and
3 technical educator endorsement on an Educator License
4 with Stipulations but does not hold a bachelor's
5 degree may substitute teach in career and technical
6 education classrooms.
7 (F) (Blank).
8 (G) Transitional bilingual educator. A
9 transitional bilingual educator endorsement on an
10 Educator License with Stipulations may be issued for
11 the purpose of providing instruction in accordance
12 with Article 14C of this Code to an applicant who
13 provides satisfactory evidence that he or she meets
14 all of the following requirements:
15 (i) Possesses adequate speaking, reading, and
16 writing ability in the language other than English
17 in which transitional bilingual education is
18 offered.
19 (ii) Has the ability to successfully
20 communicate in English.
21 (iii) Either possessed, within 5 years
22 previous to his or her applying for a transitional
23 bilingual educator endorsement, a valid and
24 comparable teaching certificate or comparable
25 authorization issued by a foreign country or holds
26 a degree from an institution of higher learning in

1 a foreign country that the State Educator
2 Preparation and Licensure Board determines to be
3 the equivalent of a bachelor's degree from a
4 regionally accredited institution of higher
5 learning in the United States.
6 A transitional bilingual educator endorsement
7 shall be valid for prekindergarten through grade 12,
8 is valid until June 30 immediately following 5 years
9 of the endorsement being issued, and shall not be
10 renewed.
11 Persons holding a transitional bilingual educator
12 endorsement shall not be employed to replace any
13 presently employed teacher who otherwise would not be
14 replaced for any reason.
15 (H) Language endorsement. In an effort to
16 alleviate the shortage of teachers speaking a language
17 other than English in the public schools, an
18 individual who holds an Educator License with
19 Stipulations may also apply for a language
20 endorsement, provided that the applicant provides
21 satisfactory evidence that he or she meets all of the
22 following requirements:
23 (i) Holds a transitional bilingual
24 endorsement.
25 (ii) Has demonstrated proficiency in the
26 language for which the endorsement is to be issued

1 by passing the applicable language content test
2 required by the State Board of Education.
3 (iii) Holds a bachelor's degree or higher from
4 a regionally accredited institution of higher
5 education or, for individuals educated in a
6 country other than the United States, holds a
7 degree from an institution of higher learning in a
8 foreign country that the State Educator
9 Preparation and Licensure Board determines to be
10 the equivalent of a bachelor's degree from a
11 regionally accredited institution of higher
12 learning in the United States.
13 (iv) (Blank).
14 A language endorsement on an Educator License with
15 Stipulations is valid for prekindergarten through
16 grade 12 for the same validity period as the
17 individual's transitional bilingual educator
18 endorsement on the Educator License with Stipulations
19 and shall not be renewed.
20 (I) Visiting international educator. A visiting
21 international educator endorsement on an Educator
22 License with Stipulations may be issued to an
23 individual who is being recruited by a particular
24 school district that conducts formal recruitment
25 programs outside of the United States to secure the
26 services of qualified teachers and who meets all of

1 the following requirements:
2 (i) Holds the equivalent of a minimum of a
3 bachelor's degree issued in the United States.
4 (ii) Has been prepared as a teacher at the
5 grade level for which he or she will be employed.
6 (iii) Has adequate content knowledge in the
7 subject to be taught.
8 (iv) Has an adequate command of the English
9 language.
10 A holder of a visiting international educator
11 endorsement on an Educator License with Stipulations
12 shall be permitted to teach in bilingual education
13 programs in the language that was the medium of
14 instruction in his or her teacher preparation program,
15 provided that he or she passes the English Language
16 Proficiency Examination or another test of writing
17 skills in English identified by the State Board of
18 Education, in consultation with the State Educator
19 Preparation and Licensure Board.
20 A visiting international educator endorsement on
21 an Educator License with Stipulations is valid for 5
22 years and shall not be renewed.
23 (J) Paraprofessional educator. A paraprofessional
24 educator endorsement on an Educator License with
25 Stipulations may be issued to an applicant who holds a
26 high school diploma or its recognized equivalent and

1 (i) holds an associate's degree or a minimum of 60
2 semester hours of credit from a regionally accredited
3 institution of higher education; (ii) has passed a
4 paraprofessional competency test under subsection
5 (c-5) of Section 21B-30; or (iii) is at least 18 years
6 of age and will be using the Educator License with
7 Stipulations exclusively for grades prekindergarten
8 through grade 8, until the individual reaches the age
9 of 19 years and otherwise meets the criteria for a
10 paraprofessional educator endorsement pursuant to this
11 subparagraph (J). The paraprofessional educator
12 endorsement is valid until June 30 immediately
13 following 5 years of the endorsement being issued and
14 may be renewed through application and payment of the
15 appropriate fee, as required under Section 21B-40 of
16 this Code. An individual who holds only a
17 paraprofessional educator endorsement is not subject
18 to additional requirements in order to renew the
19 endorsement.
20 (K) Chief school business official. A chief school
21 business official endorsement on an Educator License
22 with Stipulations may be issued to an applicant who
23 qualifies by having a master's degree or higher, 2
24 years of full-time administrative experience in school
25 business management or 2 years of university-approved
26 practical experience, and a minimum of 24 semester

1 hours of graduate credit in a program approved by the
2 State Board of Education for the preparation of school
3 business administrators and by passage of the
4 applicable State tests, including an applicable
5 content area test.
6 The chief school business official endorsement may
7 also be affixed to the Educator License with
8 Stipulations of any holder who qualifies by having a
9 master's degree in business administration, finance,
10 accounting, or public administration and who completes
11 an additional 6 semester hours of internship in school
12 business management from a regionally accredited
13 institution of higher education and passes the
14 applicable State tests, including an applicable
15 content area test. This endorsement shall be required
16 for any individual employed as a chief school business
17 official.
18 The chief school business official endorsement on
19 an Educator License with Stipulations is valid until
20 June 30 immediately following 5 years of the
21 endorsement being issued and may be renewed if the
22 license holder completes renewal requirements as
23 required for individuals who hold a Professional
24 Educator License endorsed for chief school business
25 official under Section 21B-45 of this Code and such
26 rules as may be adopted by the State Board of

1 Education.
2 The State Board of Education shall adopt any rules
3 necessary to implement Public Act 100-288.
4 (L) Provisional in-state educator. A provisional
5 in-state educator endorsement on an Educator License
6 with Stipulations may be issued to a candidate who has
7 completed an Illinois-approved educator preparation
8 program at an Illinois institution of higher education
9 and who has not successfully completed an
10 evidence-based assessment of teacher effectiveness but
11 who meets all of the following requirements:
12 (i) Holds at least a bachelor's degree.
13 (ii) Has completed an approved educator
14 preparation program at an Illinois institution.
15 (iii) Has passed an applicable content area
16 test, as required by Section 21B-30 of this Code.
17 (iv) Has attempted an evidence-based
18 assessment of teacher effectiveness and received a
19 minimum score on that assessment, as established
20 by the State Board of Education in consultation
21 with the State Educator Preparation and Licensure
22 Board.
23 A provisional in-state educator endorsement on an
24 Educator License with Stipulations is valid for one
25 full fiscal year after the date of issuance and may not
26 be renewed.

1 (M) (Blank).
2 (N) Specialized services. A specialized services
3 endorsement on an Educator License with Stipulations
4 may be issued as defined and specified by rule.
5 (O) Provisional career and technical educator. A
6 provisional career and technical educator endorsement
7 on an Educator License with Stipulations may be issued
8 to an applicant who has a minimum of 8,000 hours of
9 work experience in the skill for which the applicant
10 is seeking the endorsement. Each employing school
11 board and regional office of education shall provide
12 verification, in writing, to the State Superintendent
13 of Education at the time the application is submitted
14 that no qualified teacher holding a Professional
15 Educator License or an Educator License with
16 Stipulations with a career and technical educator
17 endorsement is available to teach and that actual
18 circumstances require such issuance.
19 A provisional career and technical educator
20 endorsement on an Educator License with Stipulations
21 is valid until June 30 immediately following 5 years
22 of the endorsement being issued and may be renewed.
23 An individual who holds a provisional career and
24 technical educator endorsement on an Educator License
25 with Stipulations may teach as a substitute teacher in
26 career and technical education classrooms.

1 (P) Two-Year provisional license. A two-year
2 provisional license endorsement on an Educator License
3 with Stipulations may be issued to a candidate who has
4 completed a State-approved educator preparation
5 program, an educator preparation program approved by
6 another state, or a comparable educator program in
7 another country and who meets all of the following
8 requirements:
9 (i) The candidate has completed the educator
10 preparation program or comparable educator program
11 with a cumulative grade point average of at least
12 3.5 on a 4.0 scale or its equivalent.
13 (ii) The candidate has taken a test of content
14 area knowledge at least once but failed to pass
15 the test.
16 A two-year provisional license endorsement on an
17 Educator License with Stipulations is valid for 2
18 years after the date of issuance and may not be
19 renewed.
20 An individual holding a two-year provisional
21 license endorsement on an Educator License with
22 Stipulations may teach only a subject in which the
23 individual is seeking an endorsement but has failed to
24 pass the test of content area knowledge in the
25 subject.
26 (3) Substitute Teaching License. A Substitute Teaching

1 License may be issued to qualified applicants for
2 substitute teaching in all grades of the public schools,
3 prekindergarten through grade 12. Substitute Teaching
4 Licenses are not eligible for endorsements. Applicants for
5 a Substitute Teaching License must hold a bachelor's
6 degree or higher from a regionally accredited institution
7 of higher education or must be enrolled in an approved
8 educator preparation program in this State and have earned
9 at least 90 credit hours.
10 Substitute Teaching Licenses are valid for 5 years.
11 Substitute Teaching Licenses are valid for substitute
12 teaching in every county of this State. If an individual
13 has had his or her Professional Educator License or
14 Educator License with Stipulations suspended or revoked,
15 then that individual is not eligible to obtain a
16 Substitute Teaching License.
17 A substitute teacher may only teach in the place of a
18 licensed teacher who is under contract with the employing
19 board. If, however, there is no licensed teacher under
20 contract because of an emergency situation, then a
21 district may employ a substitute teacher for no longer
22 than 30 calendar days per each vacant position in the
23 district if the district notifies the appropriate regional
24 office of education within 5 business days after the
25 employment of the substitute teacher in that vacant
26 position. A district may continue to employ that same

1 substitute teacher in that same vacant position for 90
2 calendar days or until the end of the semester, whichever
3 is greater, if, prior to the expiration of the
4 30-calendar-day period then current, the district files a
5 written request with the appropriate regional office of
6 education for a 30-calendar-day extension on the basis
7 that the position remains vacant and the district
8 continues to actively seek qualified candidates and
9 provides documentation that it has provided training
10 specific to the position, including training on meeting
11 the needs of students with disabilities and English
12 learners if applicable. Each extension request shall be
13 granted in writing by the regional office of education. An
14 emergency situation is one in which an unforeseen vacancy
15 has occurred and (i) a teacher is unexpectedly unable to
16 fulfill his or her contractual duties or (ii) teacher
17 capacity needs of the district exceed previous indications
18 or vacancies are unfilled due to a lack of qualified
19 candidates, and the district is actively engaged in
20 advertising to hire a fully licensed teacher for the
21 vacant position.
22 There is no limit on the number of days that a
23 substitute teacher may teach in a single school district,
24 provided that no substitute teacher may teach for longer
25 than 120 days beginning with the 2021-2022 school year
26 through the 2022-2023 school year, otherwise 90 school

1 days for any one licensed teacher under contract in the
2 same school year. A substitute teacher who holds a
3 Professional Educator License or Educator License with
4 Stipulations shall not teach for more than 120 school days
5 for any one licensed teacher under contract in the same
6 school year. The limitations in this paragraph (3) on the
7 number of days a substitute teacher may be employed do not
8 apply to any school district operating under Article 34 of
9 this Code.
10 A school district may not require an individual who
11 holds a valid Professional Educator License or Educator
12 License with Stipulations to seek or hold a Substitute
13 Teaching License to teach as a substitute teacher.
14 (4) Short-Term Substitute Teaching License. Beginning
15 on July 1, 2018 and until June 30, 2028, applicants may
16 apply to the State Board of Education for issuance of a
17 Short-Term Substitute Teaching License. A Short-Term
18 Substitute Teaching License may be issued to a qualified
19 applicant for substitute teaching in all grades of the
20 public schools, prekindergarten through grade 12.
21 Short-Term Substitute Teaching Licenses are not eligible
22 for endorsements. Applicants for a Short-Term Substitute
23 Teaching License must hold an associate's degree or have
24 completed at least 60 credit hours from a regionally
25 accredited institution of higher education.
26 Short-Term Substitute Teaching Licenses are valid for

1 substitute teaching in every county of this State. If an
2 individual has had his or her Professional Educator
3 License or Educator License with Stipulations suspended or
4 revoked, then that individual is not eligible to obtain a
5 Short-Term Substitute Teaching License.
6 The provisions of Sections 10-21.9 and 34-18.5 of this
7 Code apply to short-term substitute teachers.
8 An individual holding a Short-Term Substitute Teaching
9 License may teach no more than 15 consecutive days per
10 licensed teacher who is under contract. For teacher
11 absences lasting 6 or more days per licensed teacher who
12 is under contract, a school district may not hire an
13 individual holding a Short-Term Substitute Teaching
14 License, unless the Governor has declared a disaster due
15 to a public health emergency pursuant to Section 7 of the
16 Illinois Emergency Management Agency Act. An individual
17 holding a Short-Term Substitute Teaching License must
18 complete the training program under Section 10-20.67 or
19 34-18.60 of this Code to be eligible to teach at a public
20 school. Short-Term Substitute Teaching Licenses under this
21 Section are valid for 5 years.

1 (105 ILCS 5/21B-30)
2 Sec. 21B-30. Educator testing.
3 (a) (Blank).
4 (b) The State Board of Education, in consultation with the
5State Educator Preparation and Licensure Board, shall design
6and implement a system of examinations, which shall be
7required prior to the issuance of educator licenses. These
8examinations and indicators must be based on national and
9State professional teaching standards, as determined by the
10State Board of Education, in consultation with the State
11Educator Preparation and Licensure Board. The State Board of
12Education may adopt such rules as may be necessary to
13implement and administer this Section.
14 (c) (Blank).
15 (c-5) The State Board must adopt rules to implement a
16paraprofessional competency test. This test would allow an
17applicant seeking an Educator License with Stipulations with a
18paraprofessional educator endorsement to obtain the
19endorsement if he or she passes the test and meets the other
20requirements of subparagraph (J) of paragraph (2) of Section
2121B-20 other than the higher education requirements.
22 (d) Except as provided in subsection (d-10), all All
23applicants seeking a State license shall be required to pass a
24test of content area knowledge for each area of endorsement
25for which there is an applicable test. There shall be no
26exception to this requirement. No candidate shall be allowed

1to student teach or serve as the teacher of record until he or
2she has passed the applicable content area test.
3 (d-5) The State Board shall consult with any applicable
4vendors within 90 days after July 28, 2023 (the effective date
5of Public Act 103-402) this amendatory Act of the 103rd
6General Assembly to develop a plan to transition the test of
7content area knowledge in the endorsement area of elementary
8education, grades one through 6, by July 1, 2026 to a content
9area test that contains testing elements that cover
10bilingualism, biliteracy, oral language development,
11foundational literacy skills, and developmentally appropriate
12higher-order comprehension and on which a valid and reliable
13language and literacy subscore can be determined. The State
14Board shall base its rules concerning the passing subscore on
15the language and literacy portion of the test on the
16recommended cut-score determined in the formal
17standard-setting process. Candidates need not achieve a
18particular subscore in the area of language and literacy. The
19State Board shall aggregate and publish the number of
20candidates in each preparation program who take the test and
21the number who pass the language and literacy portion.
22 (d-10) An applicant seeking a State license is not
23required to pass a test of content area knowledge:
24 (1) in the circumstances provided for in subparagraph
25 (P) of paragraph (2) of Section 21B-20;
26 (2) if the educator preparation program in which the

1 applicant is enrolled provides the State Board of
2 Education with a letter approved and signed by (i) the
3 principal of the school in which the candidate completed
4 student teaching, (ii) the supervising licensed educator
5 overseeing the applicant's classroom experience, and (iii)
6 the applicant's academic advisor at the applicant's
7 educator preparation program stating that the test of
8 content area knowledge should be waived for the applicant
9 based on their experience working with the applicant. In
10 order to approve the letter and provide it to the State
11 Board, the persons signing the letter shall consider the
12 applicant's educational background, including, but not
13 limited to grades, test scores, and work product, as well
14 as the applicant's student teaching experience and any
15 evaluations completed during that experience; or
16 (3) to receive a Professional Educator License if the
17 applicant holds a two-year provisional license endorsement
18 on an Educator License with Stipulations and the candidate
19 receives a rating of "proficient" or "excellent" on
20 evaluations under Article 24A in each of the 2 years while
21 teaching and holding a two-year provisional license
22 endorsement.
23 An applicant seeking a Professional Educator License who
24has held a paraprofessional educator endorsement on an
25Educator License with Stipulations under subparagraph (J) of
26paragraph (2) of Section 21B-20 for at least 5 years and has

1been working for at least 5 years in a classroom under the
2direct supervision of a licensed educator in the subject in
3which the candidate is seeking an endorsement on a
4Professional Educator License is not required to pass a test
5of content area knowledge in the subject.
6 (e) (Blank).
7 (f) Beginning on August 4, 2023 (the effective date of
8Public Act 103-488) this amendatory Act of the 103rd General
9Assembly through August 31, 2025, no candidate completing a
10teacher preparation program in this State or candidate subject
11to Section 21B-35 of this Code is required to pass a teacher
12performance assessment. Except as otherwise provided in this
13Article, beginning on September 1, 2015 until August 4, 2023
14(the effective date of Public Act 103-488) this amendatory Act
15of the 103rd General Assembly and beginning again on September
161, 2025, all candidates completing teacher preparation
17programs in this State and all candidates subject to Section
1821B-35 of this Code are required to pass a teacher performance
19assessment approved by the State Board of Education, in
20consultation with the State Educator Preparation and Licensure
21Board. A candidate may not be required to submit test
22materials by video submission. Subject to appropriation, an
23individual who holds a Professional Educator License and is
24employed for a minimum of one school year by a school district
25designated as Tier 1 under Section 18-8.15 may, after
26application to the State Board, receive from the State Board a

1refund for any costs associated with completing the teacher
2performance assessment under this subsection.
3 (f-5) The Teacher Performance Assessment Task Force is
4created to evaluate potential performance-based and objective
5teacher performance assessment systems for implementation
6across all educator preparation programs in this State, with
7the intention of ensuring consistency across programs and
8supporting a thoughtful and well-rounded licensure system.
9Members appointed to the Task Force must reflect the racial,
10ethnic, and geographic diversity of this State. The Task Force
11shall consist of all of the following members:
12 (1) One member of the Senate, appointed by the
13 President of the Senate.
14 (2) One member of the Senate, appointed by the
15 Minority Leader of the Senate.
16 (3) One member of the House of Representatives,
17 appointed by the Speaker of the House of Representatives.
18 (4) One member of the House of Representatives,
19 appointed by the Minority Leader of the House of
20 Representatives.
21 (5) One member who represents a statewide professional
22 teachers' organization, appointed by the State
23 Superintendent of Education.
24 (6) One member who represents a different statewide
25 professional teachers' organization, appointed by the
26 State Superintendent of Education.

1 (7) One member from a statewide organization
2 representing school principals, appointed by the State
3 Superintendent of Education.
4 (8) One member from a statewide organization
5 representing regional superintendents of schools,
6 appointed by the State Superintendent of Education.
7 (9) One member from a statewide organization
8 representing school administrators, appointed by the State
9 Superintendent of Education.
10 (10) One member representing a school district
11 organized under Article 34 of this Code, appointed by the
12 State Superintendent of Education.
13 (11) One member of an association representing rural
14 and small schools, appointed by the State Superintendent
15 of Education.
16 (12) One member representing a suburban school
17 district, appointed by the State Superintendent of
18 Education.
19 (13) One member from a statewide organization
20 representing school districts in the southern suburbs of
21 the City of Chicago, appointed by the State Superintendent
22 of Education.
23 (14) One member from a statewide organization
24 representing large unit school districts, appointed by the
25 State Superintendent of Education.
26 (15) One member from a statewide organization

1 representing school districts in the collar counties of
2 the City of Chicago, appointed by the State Superintendent
3 of Education.
4 (16) Three members, each representing a different
5 public university in this State and each a current member
6 of the faculty of an approved educator preparation
7 program, appointed by the State Superintendent of
8 Education.
9 (17) Three members, each representing a different
10 4-year nonpublic university or college in this State and
11 each a current member of the faculty of an approved
12 educator preparation program, appointed by the State
13 Superintendent of Education.
14 (18) One member of the Board of Higher Education,
15 appointed by the State Superintendent of Education.
16 (19) One member representing a statewide policy
17 organization advocating on behalf of multilingual students
18 and families, appointed by the State Superintendent of
19 Education.
20 (20) One member representing a statewide organization
21 focused on research-based education policy to support a
22 school system that prepares all students for college, a
23 career, and democratic citizenship, appointed by the State
24 Superintendent of Education.
25 (21) Two members representing an early childhood
26 advocacy organization, appointed by the State

1 Superintendent of Education.
2 (22) One member representing a statewide organization
3 that partners with educator preparation programs and
4 school districts to support the growth and development of
5 preservice teachers, appointed by the State Superintendent
6 of Education.
7 (23) One member representing a statewide organization
8 that advocates for educational equity and racial justice
9 in schools, appointed by the State Superintendent of
10 Education.
11 (24) One member representing a statewide organization
12 that represents school boards, appointed by the State
13 Superintendent of Education.
14 (25) One member who has, within the last 5 years,
15 served as a cooperating teacher, appointed by the State
16 Superintendent of Education.
17 Members of the Task Force shall serve without
18compensation. The Task Force shall first meet at the call of
19the State Superintendent of Education, and each subsequent
20meeting shall be called by the chairperson of the Task Force,
21who shall be designated by the State Superintendent of
22Education. The State Board of Education shall provide
23administrative and other support to the Task Force.
24 On or before August 1, 2024, the Task Force shall report on
25its work, including recommendations on a teacher performance
26assessment system in this State, to the State Board of

1Education and the General Assembly. The Task Force is
2dissolved upon submission of this report.
3 (g) The content area knowledge test and the teacher
4performance assessment shall be the tests that from time to
5time are designated by the State Board of Education, in
6consultation with the State Educator Preparation and Licensure
7Board, and may be tests prepared by an educational testing
8organization or tests designed by the State Board of
9Education, in consultation with the State Educator Preparation
10and Licensure Board. The test of content area knowledge shall
11assess content knowledge in a specific subject field. The
12tests must be designed to be racially neutral to ensure that no
13person taking the tests is discriminated against on the basis
14of race, color, national origin, or other factors unrelated to
15the person's ability to perform as a licensed employee. The
16score required to pass the tests shall be fixed by the State
17Board of Education, in consultation with the State Educator
18Preparation and Licensure Board. The tests shall be
19administered not fewer than 3 times a year at such time and
20place as may be designated by the State Board of Education, in
21consultation with the State Educator Preparation and Licensure
22Board.
23 The State Board shall implement a test or tests to assess
24the speaking, reading, writing, and grammar skills of
25applicants for an endorsement or a license issued under
26subdivision (G) of paragraph (2) of Section 21B-20 of this

1Code in the English language and in the language of the
2transitional bilingual education program requested by the
3applicant.
4 (h) Except as provided in Section 34-6 of this Code, the
5provisions of this Section shall apply equally in any school
6district subject to Article 34 of this Code.
7 (i) The rules developed to implement and enforce the
8testing requirements under this Section shall include, without
9limitation, provisions governing test selection, test
10validation, and determination of a passing score,
11administration of the tests, frequency of administration,
12applicant fees, frequency of applicants taking the tests, the
13years for which a score is valid, and appropriate special
14accommodations. The State Board of Education shall develop
15such rules as may be needed to ensure uniformity from year to
16year in the level of difficulty for each form of an assessment.
