AMENDMENT TO HOUSE BILL 1016
AMENDMENT NO. ______. Amend House Bill 1016, AS AMENDED,
with reference to page and line numbers of House Amendment No.
1, on page on page 2, line 7, by inserting after the period the
following:
""Dealer" includes any person engaged in the business of
selling firearms at wholesale or retail, or repairing firearms
or making or fitting special barrels, stocks, or trigger
mechanisms to firearms."; and
on page 3, by inserting immediately below line 18 the
following:
""Manufacturer" means any person engaged in the business of
manufacturing firearms or ammunition for purposes of sale or
distribution."; and
on page 4, line 18, by inserting immediately after the period
the following:

"This subsection (b) does not apply to:
(1) a person who possesses a license to manufacture
firearms under subsection (a) of Section 923 of the federal
Gun Control Act of 1968 (18 U.S.C. 923(a)); or
(2) a person who is actually engaged in the business of
manufacturing and selling any piece or part of a firearm,
but only with respect to the activities which are within
the lawful scope of that business.".
