| 2 | AMENDMENT NO. ______. Amend House Bill 150, AS AMENDED, by | ||||||
| 3 | replacing everything after the enacting clause with the | ||||||
| 4 | following:
| ||||||
| 5 | "Section 10. The University of Illinois Act is amended by | ||||||
| 6 | adding Section 90 as follows:
| ||||||
| 7 | (110 ILCS 305/90 new) | ||||||
| 8 | Sec. 90. Employment prohibition for terrorism conviction. | ||||||
| 9 | The University may not knowingly employ a person as a professor | ||||||
| 10 | or instructor who has been convicted, after September 11, 2001, | ||||||
| 11 | of attempting to commit, conspiring to commit, soliciting, or | ||||||
| 12 | committing the offense of terrorism or any offense committed or | ||||||
| 13 | attempted in any other state or against the laws of the United | ||||||
| 14 | States that, if committed or attempted in this State, would | ||||||
| 15 | have been punishable as terrorism.

| 1 | Section 15. The Southern Illinois University Management | ||||||
| 2 | Act is amended by adding Section 75 as follows:
| ||||||
| 3 | (110 ILCS 520/75 new) | ||||||
| 4 | Sec. 75. Employment prohibition for terrorism conviction. | ||||||
| 5 | The University may not knowingly employ a person as a professor | ||||||
| 6 | or instructor who has been convicted, after September 11, 2001, | ||||||
| 7 | of attempting to commit, conspiring to commit, soliciting, or | ||||||
| 8 | committing the offense of terrorism or any offense committed or | ||||||
| 9 | attempted in any other state or against the laws of the United | ||||||
| 10 | States that, if committed or attempted in this State, would | ||||||
| 11 | have been punishable as terrorism.

| 12 | Section 20. The Chicago State University Law is amended by | ||||||
| 13 | adding Section 5-185 as follows:
| ||||||
| 14 | (110 ILCS 660/5-185 new) | ||||||
| 15 | Sec. 5-185. Employment prohibition for terrorism | ||||||
| 16 | conviction. The University may not knowingly employ a person as | ||||||
| 17 | a professor or instructor who has been convicted, after | ||||||
| 18 | September 11, 2001, of attempting to commit, conspiring to | ||||||
| 19 | commit, soliciting, or committing the offense of terrorism or | ||||||
| 20 | any offense committed or attempted in any other state or | ||||||
| 21 | against the laws of the United States that, if committed or | ||||||
| 22 | attempted in this State, would have been punishable as | ||||||
| 23 | terrorism.

| 2 | by adding Section 10-185 as follows:

| 5 | conviction. The University may not knowingly employ a person as | ||||||
| 6 | a professor or instructor who has been convicted, after | ||||||
| 7 | September 11, 2001, of attempting to commit, conspiring to | ||||||
| 8 | commit, soliciting, or committing the offense of terrorism or | ||||||
| 9 | any offense committed or attempted in any other state or | ||||||
| 10 | against the laws of the United States that, if committed or | ||||||
| 11 | attempted in this State, would have been punishable as | ||||||
| 12 | terrorism.

| 13 | Section 30. The Governors State University Law is amended | ||||||
| 14 | by adding Section 15-185 as follows:
| ||||||
| 15 | (110 ILCS 670/15-185 new) | ||||||
| 16 | Sec. 15-185. Employment prohibition for terrorism | ||||||
| 17 | conviction. The University may not knowingly employ a person as | ||||||
| 18 | a professor or instructor who has been convicted, after | ||||||
| 19 | September 11, 2001, of attempting to commit, conspiring to | ||||||
| 20 | commit, soliciting, or committing the offense of terrorism or | ||||||
| 21 | any offense committed or attempted in any other state or | ||||||
| 22 | against the laws of the United States that, if committed or | ||||||

| 3 | Section 35. The Illinois State University Law is amended by | ||||||

| 7 | conviction. The University may not knowingly employ a person as | ||||||
| 8 | a professor or instructor who has been convicted, after | ||||||
| 9 | September 11, 2001, of attempting to commit, conspiring to | ||||||
| 10 | commit, soliciting, or committing the offense of terrorism or | ||||||
| 11 | any offense committed or attempted in any other state or | ||||||
| 12 | against the laws of the United States that, if committed or | ||||||
| 13 | attempted in this State, would have been punishable as | ||||||
| 14 | terrorism.

| 15 | Section 40. The Northeastern Illinois University Law is | ||||||
| 16 | amended by adding Section 25-185 as follows:
| ||||||
| 17 | (110 ILCS 680/25-185 new) | ||||||
| 18 | Sec. 25-185. Employment prohibition for terrorism | ||||||
| 19 | conviction. The University may not knowingly employ a person as | ||||||
| 20 | a professor or instructor who has been convicted, after | ||||||
| 21 | September 11, 2001, of attempting to commit, conspiring to | ||||||
| 22 | commit, soliciting, or committing the offense of terrorism or | ||||||

| 9 | conviction. The University may not knowingly employ a person as | ||||||
| 10 | a professor or instructor who has been convicted, after | ||||||
| 11 | September 11, 2001, of attempting to commit, conspiring to | ||||||
| 12 | commit, soliciting, or committing the offense of terrorism or | ||||||
| 13 | any offense committed or attempted in any other state or | ||||||
| 14 | against the laws of the United States that, if committed or | ||||||
| 15 | attempted in this State, would have been punishable as | ||||||
| 16 | terrorism.

| 17 | Section 50. The Western Illinois University Law is amended | ||||||
| 18 | by adding Section 35-190 as follows:
| ||||||
| 19 | (110 ILCS 690/35-190 new) | ||||||
| 20 | Sec. 35-190. Employment prohibition for terrorism | ||||||
| 21 | conviction. The University may not knowingly employ a person as | ||||||
| 22 | a professor or instructor who has been convicted, after | ||||||

| 1 | September 11, 2001, of attempting to commit, conspiring to | ||||||
| 2 | commit, soliciting, or committing the offense of terrorism or | ||||||
| 3 | any offense committed or attempted in any other state or | ||||||
| 4 | against the laws of the United States that, if committed or | ||||||
| 5 | attempted in this State, would have been punishable as | ||||||
| 6 | terrorism.

| 7 | Section 55. The Public Community College Act is amended by | ||||||
| 8 | adding Section 3-29.11 as follows:
| ||||||
| 9 | (110 ILCS 805/3-29.11 new)
| ||||||
| 10 | Sec. 3-29.11. Employment prohibition for terrorism | ||||||
| 11 | conviction. A community college may not knowingly employ a | ||||||
| 12 | person as a professor or instructor who has been convicted, | ||||||
| 13 | after September 11, 2001, of attempting to commit, conspiring | ||||||
| 14 | to commit, soliciting, or committing the offense of terrorism | ||||||
| 15 | or any offense committed or attempted in any other state or | ||||||
| 16 | against the laws of the United States that, if committed or | ||||||
| 17 | attempted in this State, would have been punishable as | ||||||
| 18 | terrorism.
| ||||||
| 19 | Section 99. Effective date. This Act takes effect upon | ||||||
| 20 | becoming law.".
