Bill Title: Amends existing law to establish provisions relating to a state public institution of higher education purchasing liability insurance; to provide that the State Board of Education may approve the withdrawal of a state public institution of higher education from use of a state service; and to provide that the State Board of Education may request the Department of Administration to provide services.
