Bill Title: Amends existing law relating to mineral rights in state lands to revise provisions relating to motorized exploration on state lands, to revise and to provide bond amount provisions associated with reclamation activities, to require operator compliance with the Surface Mining Act, to limit bond amounts and to provide an exception, to provide a procedure following completion of all reclamation activities associated with the release of bond and to provide for appeal.
