S.F. _____ facilities division, make the following information available 1 to the public as part of the department’s development efforts 2 to revise the department’s internet site: 3 (1) The number of inspections conducted by the division 4 annually by type of service provider and type of inspection. 5 (2) The total annual operations budget for the division, 6 including general fund appropriations and federal contract 7 dollars received by type of service provider inspected. 8 (3) The total number of full-time equivalent positions in 9 the division, to include the number of full-time equivalent 10 positions serving in a supervisory capacity, and serving as 11 surveyors, inspectors, or monitors in the field by type of 12 service provider inspected. 13 (4) Identification of state and federal survey trends, 14 cited regulations, the scope and severity of deficiencies 15 identified, and federal and state fines assessed and collected 16 concerning nursing and assisted living facilities and programs. 17 c. It is the intent of the general assembly that the 18 department and division continuously solicit input from 19 facilities regulated by the division to assess and improve 20 the division’s level of collaboration and to identify new 21 opportunities for cooperation. 22 5. EMPLOYMENT APPEAL BOARD 23 a. S.F. _____ department of management, may reallocate moneys appropriated 1 in this section as necessary to best fulfill the needs of the 2 department provided for in the appropriation. However, the 3 department of inspections and appeals shall not reallocate 4 moneys appropriated to the department in this section unless 5 notice of the reallocation is given to the legislative services 6 agency prior to the effective date of the reallocation. The 7 notice shall include information regarding the rationale for 8 reallocating the moneys. The department of inspections and 9 appeals shall not reallocate moneys appropriated in this 10 section for the purpose of eliminating any program. 11 Sec. 11. 2017 Iowa Acts, chapter 171, section 40, is amended 12 to read as follows: 13 SEC. 40. DEPARTMENT OF INSPECTIONS AND APPEALS —— LICENSE OR 14 REGISTRATION FEES. 15 1. For the fiscal year beginning July 1, 2018, and ending 16 June 30, 2019, the department of inspections and appeals 17 shall collect any license or registration fees or electronic 18 transaction fees generated during the fiscal year as a result 19 of licensing and registration activities under chapters 99B , 20 137C , 137D , and 137F . 21 2. From the fees collected by the department under this 22 section on behalf of a municipal corporation with which 23 the department has an agreement pursuant to section 137F.3 , 24 through a statewide electronic licensing system operated by 25 the department, notwithstanding section 137F.6, subsection 3 , 26 the department shall remit the amount of those fees to the 27 municipal corporation for whom the fees were collected less 28 any electronic transaction fees collected by the department to 29 enable electronic payment. 30 3. From the fees collected by the department under this 31 section, other than those fees described in subsection 2, the 32 department shall deposit the amount of $400,000 $800,000 into 33 the general fund of the state prior to June 30, 2019. 34 4. Section 8A.311, subsection 20, Code 2018, is 18 amended to read as follows: 19 20. Life cycle cost and energy efficiency shall be included 20 in the criteria used by the department, institutions under the 21 control of the state board of regents, the state department 22 of transportation, the department for the blind, and other 23 state agencies in developing standards and specifications for 24 purchasing energy-consuming products. For purposes of this 25 subsection , the life cycle costs of American motor vehicles 26 shall be reduced by five percent in order to determine if the 27 motor vehicle is comparable to foreign-made motor vehicles. 28 “American motor vehicles” includes those vehicles manufactured 29 in this state and those vehicles in which at least seventy 30 percent of the value of the motor vehicle was manufactured 31 in the United States or Canada and at least fifty percent of 32 the motor vehicle sales of the manufacturer are in the United 33 States or Canada. In determining the life cycle costs of a 34 motor vehicle, the costs shall be determined on the basis of 35 -20- LSB 5027XC (5) 87 gh/tm 20/ 22

However, for the purchase 3 of passenger vehicles, light, medium-duty, and heavy-duty 4 trucks, passenger and cargo vans, and sport utility vehicles, a 5 purchase contract shall be awarded to the lowest responsive and 6 responsible bidder based solely on bid price. 7 EXPLANATION 8 The inclusion of this explanation does not constitute agreement with 9 the explanation’s substance by the members of the general assembly. 10 DIVISION I —— FY 2018-2019. This bill relates to and 11 appropriates moneys to various state departments, agencies, 12 and funds for the fiscal year beginning July 1, 2018, and 13 ending June 30, 2019. The bill makes appropriations to 14 state departments and agencies including the department of 15 administrative services, auditor of state, Iowa ethics and 16 campaign disclosure board, the office of the chief information 17 officer, department of commerce, offices of governor and 18 lieutenant governor, the governor’s office of drug control 19 policy, department of human rights, department of inspections 20 and appeals, department of management, Iowa public information 21 board, department of revenue, secretary of state, treasurer of 22 state, and Iowa public employees’ retirement system. 23 DIVISION II —— STANDING APPROPRIATIONS —— LIMITATIONS. The 24 bill limits a standing appropriation of $25,000 for enforcement 25 of Code chapter 453D relating to tobacco product manufacturers 26 under Code section 453D.8. The appropriation for FY 2018-2019 27 shall not exceed $17,525. 28 DIVISION III —— IOWA CODE CHANGES. Current law requires the 29 department of administrative services and other state agencies 30 to include life cycle cost, as specified, in the criteria used 31 by such agencies for purchasing energy-consuming products. 32 The bill provides that a purchase contract for the purchase 33 of passenger vehicles, light, medium-duty, and heavy-duty 34 trucks, passenger and cargo vans, and sport utility vehicles 35 -21- LSB 5027XC (5) 87 gh/tm 21/ 22
