S.F. _____ Section 1. Section 257.8, subsection 2, Code 2014, is 1 amended to read as follows: 2 2. Categorical state percent of growth. The categorical 3 state percent of growth for the budget year beginning July 1, 4 2012, is two percent. The categorical state percent of growth 5 for the budget year beginning July 1, 2013, is two percent. 6 The categorical state percent of growth for the budget year 7 beginning July 1, 2014, is four percent. The categorical state 8 percent of growth for the budget year beginning July 1, 2015, 9 is six percent. The categorical state percent of growth for 10 each budget year shall be established by statute which shall 11 be enacted within thirty days of the submission in the year 12 preceding the base year of the governor’s budget under section 13 8.21 . The establishment of the categorical state percent of 14 growth for a budget year shall be the only subject matter of 15 the bill which enacts the categorical state percent of growth 16 for a budget year. The categorical state percent of growth 17 may include state percents of growth for the teacher salary 18 supplement, the professional development supplement, the early 19 intervention supplement, and the teacher leadership supplement. 20 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 21 immediate importance, takes effect upon enactment. 22 EXPLANATION 23 The inclusion of this explanation does not constitute agreement with 24 the explanation’s substance by the members of the general assembly. 25 This bill establishes a categorical state percent of growth 26 of 6 percent for the school budget year beginning July 1, 2015. 27 The categorical state percent of growth includes the teacher 28 salary supplement, the professional development supplement, 29 the early intervention supplement, and the teacher leadership 30 supplement. 31 The bill takes effect upon enactment. 32 -1- LSB 5827XC (3) 85 md/sc 1/ 1
