1.
Section
483A.24,
subsection
3,
paragraph
a,
Code
1
2020,
is
amended
to
read
as
follows:

a.
Fifty
of
the
nonresident
deer
hunting
licenses
shall
3
be
allocated
as
requested
by
a
majority
of
a
committee
4
consisting
of
the
majority
leader
of
the
senate,
speaker
of
5
the
house
of
representatives,
and
director
of
the
economic
6
development
authority,
or
their
designees
determined
by
the
7
department
.
The
licenses
provided
pursuant
to
this
subsection
8
shall
be
in
addition
to
the
number
of
nonresident
licenses
9
authorized
pursuant
to
section
483A.8
.
The
purpose
of
the
10
special
nonresident
licenses
is
to
allow
state
officials
and
11
local
development
groups
to
promote
the
state
and
its
natural
12
resources
to
nonresident
guests
and
dignitaries.
Photographs,
13
videotapes,
or
any
other
form
of
media
resulting
from
the
14
hunting
visitation
shall
not
be
used
for
political
campaign
15
purposes.
The
nonresident
licenses
shall
be
issued
without
16
application
upon
purchase
of
a
nonresident
annual
hunting
17
license
that
includes
the
wildlife
habitat
fee
and
the
purchase
18
of
a
nonresident
deer
hunting
license.
The
licenses
are
valid
19
in
all
zones
open
to
deer
hunting.
The
hunter
education
20
certificate
requirement
pursuant
to
section
483A.27
is
waived
21
for
a
nonresident
issued
a
license
pursuant
to
this
subsection
.

2.
Section
483A.24,
subsection
4,
paragraph
a,
Code

is
amended
to
read
as
follows:

The
inclusion

this
explanation
does

constitute

This
bill
relates
to
special
nonresident
deer
and
wild
14
turkey
hunting
licenses
allocated
to
nonresident
dignitaries
15
and
guests.

Under
current
law,
a
committee
consisting
of
the
17
majority
leader
of
the
senate,
the
speaker
of
the
house
of
18
representatives,
and
the
director
of
the
economic
development
19
authority,
or
their
respective
designees,
may
allocate
up
to
20
50
nonresident
deer
hunting
licenses
to
nonresident
guests
and
21
dignitaries.
A
committee
consisting
of
the
same
persons
may
22
allocate
up
to
50
nonresident
wild
turkey
hunting
licenses
23
to
nonresident
guests
and
dignitaries.
These
licenses
are
24
issued
in
addition
to
the
number
of
nonresident
licenses
the
25
natural
resource
commission
authorizes
for
nonresident
deer
26
and
wild
turkey
hunters.
The
deer
hunting
licenses
are
valid
27
in
all
zones
open
to
deer
hunting
and
the
wild
turkey
hunting
28
licenses
are
valid
in
all
zones
open
to
wild
turkey
hunting.
29
The
purpose
of
these
licenses
is
to
allow
state
officials
and
30
local
development
groups
to
promote
the
state
and
its
natural
31
resources
to
nonresident
guests
and
dignitaries.
32
The
bill
eliminates
the
committees
and
requires
the
33
department
of
natural
resources
to
allocate
the
licenses.
