S.F. _____ Section 1. Section 331.301, Code 2020, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 18. A county shall not adopt an ordinance, 3 motion, resolution, or amendment imposing any requirement to 4 obtain a permit or license for a business operated for no more 5 than eighty-four days in a calendar year by a person or persons 6 under the age of eighteen. 7 Sec. 2. Section 364.3, Code 2020, is amended by adding the 8 following new subsection: 9 NEW SUBSECTION . 13. A city shall not adopt or enforce 10 an ordinance imposing any requirement to obtain a permit or 11 license for a business operated on an occasional basis for no 12 more than eighty-four days in a calendar year by a person or 13 persons under the age of eighteen. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill limits the authority of a county or city to adopt 18 an ordinance imposing a requirement to obtain a permit or 19 license for a business operated for no more than 84 days in a 20 calendar year by a person or persons under the age of 18. 21 -1- LSB 5117XC (2) 88 ec/rn 1/ 1
