15J.4,
subsection
3,
paragraph
a,
Code

2014,
is
amended
to
read
as
follows:

a.
(1)
The
municipality
shall
submit
a
copy
of
the

resolution,
the
proposed
district
plan,
and
all
accompanying
4
materials
adopted
pursuant
to
this
section
to
the
board
for
5
evaluation.

(2)
The
board
shall
not
approve
a
proposed
district
plan
7
or
on
or
after
July
1,
2018.
The
board
shall
not
approve
8
an
amendment
to
an
existing
district’s
plan
on
or
after
July
9
1,
2018
,
if
the
amendment
would
add
a
new
project
.
On
or
10
after
July
1,
2018,
the
board
may
approve
an
amendment
to
a
11
district’s
plan
only
if
the
amendment
removes
a
project
or
12
reallocates
previously
approved
project
funding.

2.
Section
15J.4,
subsection
5,
Code
2014,
is
amended
14
to
read
as
follows:

5.
A
Except
as
otherwise
provided
in
subsection
3,
paragraph
16
“a”
,
a
municipality
may
amend
the
district
plan
to
add
or
modify
17
projects.
However,
a
proposed
modification
to
a
project
and
18
each
project
proposed
to
be
added
shall
first
be
approved
by
19
the
board
in
the
same
manner
as
provided
for
the
original
plan.
20
In
no
case,
however,
shall
an
amendment
to
the
district
plan
21
result
in
the
extension
of
the
commencement
date
established
22
by
the
board.
If
a
district
plan
is
amended
to
add
or
modify
23
a
project,
the
municipality
shall
amend
the
ordinance,
if
24
necessary,
to
reflect
any
changes
to
the
financial
information
25
required
to
be
included
under
subsection
4
.

Iowa
Acts,
chapter
119,
established
the
Iowa

Reinvestment
Act
in
Code
chapter
15J.
The
Iowa
Reinvestment
Act
31
authorizes
municipalities
to
establish
reinvestment
districts
32
and
receive
remittances
of
specified
amounts
of
state
sales
33
tax
and
state
hotel
and
motel
tax
revenues
collected
in
those
34
districts
for
use
in
undertaking
projects
in
the
district.

Eligible
municipalities
must
seek
approval
from
the
economic

development
authority
board
to
establish
a
reinvestment

district.

This
bill
amends
provisions
relating
to
the
economic
4
development
authority
board’s
authority
to
approve
amendments
5
to
a
reinvestment
district’s
plan.
The
bill
provides
that
on
6
or
after
July
1,
2018,
the
board
is
prohibited
from
approving
7
an
amendment
to
a
district’s
plan
if
the
amendment
adds
a
8
new
project.
The
bill
allows
the
board,
on
or
after
July
1,
9
2018,
to
approve
an
amendment
to
a
district’s
plan
only
if
the
10
amendment
removes
a
project
or
reallocates
previously
approved
11
project
funding.
