This
bill
relates
to
the
possession
of
precursor
substances
10
used
to
manufacture
controlled
substances.

Under
the
bill,
a
person
commits
a
class
“D”
felony
if
the
12
person
possesses
sodium
hydroxide,
ammonia
nitrate,
ammonia
13
sulfate,
or
light
or
medium
petroleum
distillates,
with
the
14
intent
that
such
substance
be
used
to
manufacture
a
controlled
15
substance.
A
class
“D”
felony
is
punishable
by
confinement
for
16
no
more
than
five
years
and
a
fine
of
at
least
$750
but
not
more
17
than
$7,500.
18
A
person
who
possesses
a
substance
in
violation
of
the
bill
19
also
commits
child
endangerment
under
Code
section
726.6
if
20
children
are
present
during
the
violation.
