Senate Resolution 5 - Introduced SENATE RESOLUTION NO. 5 BY ALONS A Resolution calling on the federal government to 1 investigate the origins of the SARS-CoV-2 virus, 2 including whether it was in any way related to 3 taxpayer-funded gain-of-function animal experiments 4 being performed at the Wuhan Institute of Virology. 5 WHEREAS, the citizens of the state of Iowa have 6 a right to know if wasteful government spending on 7 taxpayer-funded experiments on bats and humanized mice 8 caused the death of over 1 million Americans and over 9 6.6 million people worldwide; and 10 WHEREAS, Congress has a duty to the citizens of the 11 state of Iowa to promote the general welfare and the 12 President of the United States has a duty to ensure 13 that the laws of the United States be faithfully 14 executed; and 15 WHEREAS, it is well documented that pathogens 16 contained in highly secure laboratories around 17 the world, including SARS viruses in China, have 18 breached containment with deadly consequences on many 19 occasions; and 20 WHEREAS, the United States National Institutes 21 of Health has confirmed that between 2014 and 2019 22 it sent approximately $600,000 of taxpayers’ money 23 to the Wuhan Institute of Virology to collect 24 coronaviruses from wild bats and manipulate them in 25 animal experiments; and 26 WHEREAS, the United States Department of State 27 expressed concern in 2018 about safety lapses at the 28 -1- LSB 2525XS (3) 90 ss/rn 1/ 3
S.R. 5 Wuhan Institute of Virology and the pandemic threat 1 posed by its bat coronavirus experiments; and 2 WHEREAS, the United States National Institutes of 3 Health has confirmed that it funded gain-of-function 4 animal experiments at the Wuhan Institute of Virology 5 that engineered bat coronaviruses to be as much 6 as 10,000 times more virulent than their natural 7 counterparts; and 8 WHEREAS, a United States senate committee on health, 9 education, labor, and pensions report has determined 10 that “the emergence of SARS-CoV-2 that resulted in 11 the COVID-19 pandemic was most likely the result of a 12 research-related incident”; and 13 WHEREAS, in its 2022 Annual Threat Assessment, 14 the Office of the Director of National Intelligence 15 declared, “one intelligence community element assesses 16 with moderate confidence that the first human infection 17 with SARS-CoV-2 most likely was the result of a 18 laboratory-associated incident, probably involving 19 experimentation, animal handling, or sampling by the 20 Wuhan Institute of Virology”; and 21 WHEREAS, the United States Department of Energy 22 which supervises respected national laboratories, 23 some of which employ experts in the field of advanced 24 biological experimentation, recently assessed that the 25 SARS-CoV-2 virus most likely arose from a laboratory 26 leak; and 27 WHEREAS, a growing majority of the American public 28 believes that the COVID-19 pandemic was caused by a lab 29 leak; NOW THEREFORE, 30 -2- LSB 2525XS (3) 90 ss/rn 2/ 3
S.R. 5 BE IT RESOLVED BY THE SENATE, That the Senate 1 demands that the federal government conduct an unbiased 2 and comprehensive investigation of the origins of the 3 SARS-CoV-2 virus, including whether it resulted from a 4 lab leak in Wuhan; and 5 BE IT FURTHER RESOLVED, That the Senate demands that 6 the federal government ensures that the investigation 7 is conducted without influence by the government 8 agencies and personnel involved in funding this 9 research; and 10 BE IT FURTHER RESOLVED, That the Senate demands that 11 the federal government issue a final report summarizing 12 the findings of the investigation, without redaction, 13 and make the report available to the citizens of the 14 state of Iowa in its entirety. 15 -3- LSB 2525XS (3) 90 ss/rn 3/ 3
