subsections

defers
the
consideration
of
the
confirmation
of
all

appointments
that
have
been
or
are
submitted
by
an

appointing
authority
other
than
the
Governor
by,
on,
8
or
after
April
15,
2019,
and
that
have
not
yet
been
9
confirmed
by
the
Senate
by
April
15,
2019.
