                    SENATE RESOLUTION NO.    
                            BY  SINCLAIR
  1  1 A Resolution requesting the legislative council to
  1  2    establish an interim committee to study the state of
  1  3    education in the arts in Iowa.
  1  4    WHEREAS, the board of education has approved
  1  5 standards for fine arts education in Iowa; and
  1  6    WHEREAS, the federal Every Student Succeeds Act
  1  7 (ESSA), Pub. L. No. 114=95, describes the arts as part
  1  8 of a "well=rounded education" and provides various
  1  9 programs and funding sources to support education in
  1 10 the arts; and
  1 11    WHEREAS, it is important that an inventory of
  1 12 Iowa's staffing, funding, course offerings, and other
  1 13 resources available for education in the arts be
  1 14 prepared as standards for education in the arts are
  1 15 implemented in Iowa; NOW THEREFORE,
  1 16    BE IT RESOLVED BY THE SENATE, That the legislative
  1 17 council is requested to establish an interim committee,
  1 18 composed of members of the Senate and the House of
  1 19 Representatives, to study the state of education in
  1 20 the arts in Iowa for the purpose of aligning arts
  1 21 education programs in Iowa with the fine arts standards
  1 22 adopted by the board of education and with the ESSA.
  1 23 The study committee shall review staffing, funding,
  1 24 course offerings, and other resources available for
  1 25 education in the arts in Iowa, explore opportunities
  1 26 for local education agencies to receive funding
  1 27 under titles I and II of the federal Elementary and
  1 28 Secondary Education Act of 1965, 20 U.S.C. {6301 et
  2  1 seq., for fine arts teachers and related professional
  2  2 development, and also explore options to expand
  2  3 sequential fine arts education in all areas of the arts
  2  4 in Iowa in kindergarten through grade 12.
  2  5    BE IT FURTHER RESOLVED, That the study committee
  2  6 shall meet during the 2018 interim and shall include
  2  7 in an advisory capacity stakeholders in education in
  2  8 the arts in Iowa including but not limited to arts
  2  9 educators of Iowa, the Iowa bandmasters association,
  2 10 the Iowa choral directors association, the Iowa
  2 11 communication association, the Iowa music educators
  2 12 association, the Iowa educational theatre association,
  2 13 the Iowa string teachers association, Kodaly educators
  2 14 of Iowa, representatives of dance educators in Iowa,
  2 15 representatives of Orff Schulwerk educators in Iowa,
  2 16 the department of education, and area education
  2 17 agencies. The study committee shall submit the study
  2 18 committee's findings and recommendations in a report to
  2 19 the general assembly by January 1, 2019.
