                    SENATE RESOLUTION NO.

  1  1 A Resolution requesting the legislative council to
  1  2    establish an interim committee to study the impact
  1  3    of requiring the department of human services,
  1  4    rather than private agencies, to assume the
  1  5    responsibility for recruiting and retaining foster
  1  6    parents and adoptive parents.
  1  7    WHEREAS, the department of human services currently
  1  8 contracts with private agencies to recruit and retain
  1  9 foster parents and adoptive parents; and
  1 10    WHEREAS, the department of human services has a
  1 11 duty to ensure the efficient provision of departmental
  1 12 services to the people of this state; NOW THEREFORE,
  1 13    BE IT RESOLVED BY THE SENATE, That the legislative
  1 14 council is requested to establish an interim committee
  1 15 to study the impact of requiring the department of
  1 16 human services to discontinue the use of private
  1 17 contracting to recruit and retain foster parents and
  1 18 adoptive parents and instead require department of
  1 19 human services case workers to provide such services.
  1 20    BE IT FURTHER RESOLVED, That the study committee
  1 21 shall consist of five members of the senate, three
  1 22 of whom shall be appointed by the majority leader
  1 23 of the senate and two of whom shall be appointed by
  1 24 the minority leader of the senate, and five members
  1 25 of the house of representatives, three of whom
  1 26 shall be appointed by the speaker of the house of
  1 27 representatives and two of whom shall be appointed by
  1 28 the minority leader of the house of representatives.
  2  1 BE IT FURTHER RESOLVED, That the study committee
  2  2 shall meet during the 2018 legislative interim to make
  2  3 appropriate recommendations for consideration during
  2  4 the 2019 legislative session in a report submitted to
  2  5 the general assembly and the governor by December 15,
  2  6 2018.
