                                      SENATE JOINT RESOLUTION

  1 A Joint Resolution proposing an amendment to the Constitution
  2    of the State of Iowa relating to funding for the
  3    construction, maintenance, and supervision of the public
  4    highways with moneys from the general fund of the state.

  1  1    Section 1.  The following amendment to the Constitution of
  1  2 the State of Iowa is proposed:
  1  3    Article VII of the Constitution of the State of Iowa is
  1  4 amended by adding the following new section:
  1  5 Construction, maintenance, and supervision of the public
  1  6 highways.SEC. 11.  The fund created by the general assembly
  1  7 for the construction, maintenance, and supervision of the
  1  8 public highways shall be annually credited from the general
  1  9 fund of the state with an amount equal to three percent of the
  1 10 revenues deposited in the general fund of the state in the
  1 11 previous fiscal year.
  1 12    Sec. 2.  REFERRAL AND PUBLICATION.  The foregoing proposed
  1 13 amendment to the Constitution of the State of Iowa is referred
  1 14 to the general assembly to be chosen at the next general
  1 15 election for members of the general assembly, and the secretary
  1 16 of state is directed to cause the proposed amendment to be
  1 17 published for three consecutive months previous to the date of
  1 18 that election as provided by law.
  1 19                           EXPLANATION
  1 20 The inclusion of this explanation does not constitute agreement with
  1 21 the explanation's substance by the members of the general assembly.
  1 22    This joint resolution proposes an amendment to the
  1 23 Constitution of the State of Iowa relating to funding for
  1 24 the construction, maintenance, and supervision of the public
  1 25 highways with moneys from the general fund of the state.
  1 26    The joint resolution provides that the fund created by
  1 27 the general assembly for the construction, maintenance, and
  1 28 supervision of the public highways shall be annually credited
  1 29 from the general fund of the state with an amount equal to 3
  1 30 percent of the revenues deposited in the general fund of the
  1 31 state in the previous fiscal year.
  1 32    The joint resolution, if adopted, would be published and
  1 33 then referred to the next general assembly (87th) for adoption
  1 34 a second time, before being submitted to the electorate for
  1 35 ratification.
