Section
1.
Section
100C.2,
subsection
4,
paragraph
b,
Code
1
2013,
is
amended
to
read
as
follows:

b.
An
employee
or
subcontractor
of
a
certified
alarm
system
3
contractor
who
is
an
alarm
system
installer
,
and
who
is
not
4
licensed
pursuant
to
chapter
103
shall
obtain
and
maintain
5
certification
as
an
alarm
system
installer
and
shall
meet
and
6
maintain
qualifications
established
by
the
state
fire
marshal
7
by
rule.

Sec.
2.
Section
100C.10,
subsection
3,
Code
2013,
is
amended

to
read
as
follows:

The
state
fire
marshal,
or
the
state
fire
marshal’s

designee,
and
the
chairperson
of
the
electrical
examining

board
created
in
section
103.2
shall
be
a
nonvoting
ex
officio

members
member
of
the
board.

Section
105.18,
subsection
3,
paragraph
d,
Code

2013,
is
amended
by
striking
the
paragraph.

4.
REPEAL.
Chapter
103,
Code
2013,
is
repealed.

Sec.
5.
TRANSITION
PROVISIONS.
The
division
of
state
fire
18
marshal
of
the
department
of
public
safety
shall
adopt
rules
19
establishing
a
procedure
for
the
refunding
of
license
fees
20
remitted
by
licensees
under
chapter
103
on
a
prorated
basis
21
corresponding
to
the
period
remaining
after
December
31,
2013,
22
and
prior
to
a
license’s
expiration
date.

Sec.
6.
EFFECTIVE
DATE.
The
sections
of
this
Act
amending
24
sections
100C.2
and
100C.10,
and
repealing
chapter
103,
take
25
effect
December
31,
2013.

EXPLANATION
27
This
bill
repeals
Code
chapter
103,
providing
for
statewide
28
licensure
of
electricians
and
electrical
contractors.
The
29
effect
of
this
repeal
would
be
to
return
to
the
system
of
30
administration
and
regulation
of
electricians
and
electrical
31
contractors,
and
electrical
inspections,
by
political
32
subdivisions
in
place
prior
to
the
enactment
of
the
Code
33
chapter.
The
bill
directs
the
division
of
state
fire
marshal
34
of
the
department
of
public
safety
to
adopt
rules
providing
for
35

refunding
license
fees
on
a
prorated
basis
corresponding
to
1
the
period
remaining
after
the
repeal
and
prior
to
a
license’s

expiration
date.
The
bill
makes
conforming
changes
within

Code
chapter
100C,
which
regulates
the
licensing
of
fire

extinguishing
and
alarm
system
contractors
and
installers.

Provisions
of
the
bill
regarding
the
adoption
of
rules
for
6
prorating
license
fees
take
effect
July
1,
2013.
The
remaining
7
provisions
of
the
bill
take
effect
December
31,
2013.
