  1  1    Section 1.  Section 257.1, subsection 2, paragraph b, Code
  1  2 2017, is amended to read as follows:
  1  3    b.  For the budget year commencing July 1, 1999, and for each
  1  4 succeeding budget year the regular program foundation base per
  1  5 pupil is eighty=seven and five=tenths percent of the regular
  1  6 program state cost per pupil. For the budget year commencing
  1  7 July 1, 1991, and for each succeeding budget year the special
  1  8 education support services foundation base is seventy=nine
  1  9 percent of the special education support services state cost
  1 10 per pupil. The combined foundation base is the sum of the
  1 11 regular program foundation base, the special education support
  1 12 services foundation base, the total teacher salary supplement
  1 13 district cost, the total professional development supplement
  1 14 district cost, the total early intervention supplement district
  1 15 cost, the total teacher leadership supplement district cost,
  1 16 the total area education agency teacher salary supplement
  1 17 district cost, and the total area education agency professional
  1 18 development supplement district cost, and the low=income
  1 19 program supplement.
  1 20    Sec. 2.  Section 257.1, subsection 3, Code 2017, is amended
  1 21 to read as follows:
  1 22    3.  Computations rounded.  In making computations and
  1 23 payments under this chapter, except in the case of computations
  1 24 relating to funding of special education support services,
  1 25 media services, and educational services provided through the
  1 26 area education agencies, and the teacher salary supplement, the
  1 27 professional development supplement, the early intervention
  1 28 supplement, and the teacher leadership supplement, and the
  1 29 low=income program supplement, the department of management
  1 30 shall round amounts to the nearest whole dollar.
  1 31    Sec. 3.  Section 257.4, subsection 1, paragraph a, Code 2017,
  1 32 is amended by adding the following new subparagraph:
  1 33    NEW SUBPARAGRAPH.  (10)  The amount of the low=income program
  1 34 supplement to be received by the school district under section
  1 35 257.10A.
  2  1    Sec. 4.  NEW SECTION.  257.10A  Low=income program supplement.
  2  2    1.  In order to provide additional funding to school
  2  3 districts for programs serving low=income pupils, each district
  2  4 shall receive for each budget year beginning on or after July
  2  5 1, 2018, a low=income program supplement as calculated under
  2  6 subsection 2.
  2  7    2.  Each school district's low=income program supplement
  2  8 shall be an amount equal to the number of pupils in the school
  2  9 district, as reported by the school district on the basic
  2 10 educational data survey for the base year, who are eligible for
  2 11 free and reduced price meals under the federal National School
  2 12 Lunch Act and the federal Child Nutrition Act of 1966, 42
  2 13 U.S.C. {1751=1785, multiplied by four hundredths of the regular
  2 14 program state cost per pupil for the budget year.
  2 15    3.  Amounts received under this section shall be utilized
  2 16 by a school district to develop or maintain programs for
  2 17 low=income pupils, including but not limited to before and
  2 18 after school educational programs, summer education programs,
  2 19 individual instructional assistance programs, tutoring and
  2 20 mentoring programs, programs to reduce or waive student fees
  2 21 required as part of the school district's educational program,
  2 22 or other programs or assistance approved by the department.
  2 23    4.  For purposes of this section, "low=income pupils" means
  2 24 pupils who are eligible for free and reduced price meals under
  2 25 the federal National School Lunch Act and the federal Child
  2 26 Nutrition Act of 1966, 42 U.S.C. {1751=1785.
  2 27    5.  Providing programs under this section for low=income
  2 28 pupils shall not restrict a school district from offering
  2 29 participation in those programs by pupils who are not
  2 30 low=income pupils, using other funds and resources available to
  2 31 the school district for such purposes.
  2 32    Sec. 5.  Section 257.16, subsection 4, Code 2017, is amended
  2 33 to read as follows:
  2 34    4.  Notwithstanding any provision to the contrary, if
  2 35 the governor orders budget reductions in accordance with
  3  1 section 8.31, the teacher salary supplement district cost,
  3  2 the professional development supplement district cost, the
  3  3 early intervention supplement district cost, and the teacher
  3  4 leadership supplement district cost as calculated under
  3  5 section 257.10, subsections 9, 10, 11, and 12, and the area
  3  6 education agency teacher salary supplement district cost and
  3  7 the area education agency professional development supplement
  3  8 district cost as calculated under section 257.37A, subsections
  3  9 1 and 2, and the low=income program supplement as calculated
  3 10 under section 257.10A shall be paid in full as calculated and
  3 11 the reductions in the appropriations provided in accordance
  3 12 with this section shall be reduced from the remaining moneys
  3 13 appropriated pursuant to this section and shall be distributed
  3 14 on a per pupil basis calculated with the weighted enrollment
  3 15 determined in accordance with section 257.6, subsection 5.
  3 16                           EXPLANATION
  3 17 The inclusion of this explanation does not constitute agreement with
  3 18 the explanation's substance by the members of the general assembly.
  3 19    This bill provides additional funding to school districts
  3 20 for programs serving low=income pupils, as defined in the bill.
  3 21    Under the bill, each district receives for each budget
  3 22 year beginning on or after July 1, 2018, a low=income program
  3 23 supplement.  Each school district's low=income program
  3 24 supplement is an amount equal to the number of pupils in the
  3 25 school district who are eligible for free and reduced price
  3 26 meals multiplied by four hundredths of the regular program
  3 27 state cost per pupil for the budget year.
  3 28    Amounts received by a school district under the bill must be
  3 29 utilized by a school district to develop or maintain programs
  3 30 for low=income pupils, including but not limited to before and
  3 31 after school educational programs, summer education programs,
  3 32 individual instructional assistance programs, tutoring and
  3 33 mentoring programs, programs to reduce or waive student fees
  3 34 required as part of the school district's educational program,
  3 35 or other programs or assistance approved by the department.
  4  1 The amount of the low=income program supplement is included
  4  2 in the combined foundation base and is paid to each school
  4  3 district as part of the state foundation aid.
  4  4    The bill specifies that providing programs for low=income
  4  5 pupils does not restrict a school district from offering
  4  6 participation in those programs to pupils who are not
  4  7 low=income pupils, using other funds available to the school
  4  8 district.
