  1  1    Section 1.  Section 237A.13, subsection 7, paragraphs c and
  1  2 d, Code 2015, are amended to read as follows:
  1  3    c.  Families with an income of more than one hundred percent
  1  4 but not more than one hundred forty=five percent of the federal
  1  5 poverty level whose members, for at least twenty=eight hours
  1  6 per week in the aggregate, are employed or are participating
  1  7 at a satisfactory level in an approved training program or
  1  8 educational program.
  1  9    d.  Families with an income at or below two hundred percent
  1 10 of the federal poverty level whose members are employed at
  1 11 least twenty=eight hours per week with a special needs child as
  1 12 a member of the family.
  1 13    d.  Families with an income of more than one hundred
  1 14 percent but not more than two hundred percent of the federal
  1 15 poverty level whose members, for at least twenty=eight hours
  1 16 per week in the aggregate, are employed or are participating
  1 17 at a satisfactory level in an approved training program or
  1 18 educational program.
  1 19                           EXPLANATION
  1 20 The inclusion of this explanation does not constitute agreement with
  1 21 the explanation's substance by the members of the general assembly.
  1 22    This bill amends Code section 237A.13 relating to
  1 23 eligibility and waiting list priorities and guidelines under
  1 24 the state child care assistance program.
  1 25    Under current law, families with an income of more than 100
  1 26 percent but not more than 145 percent of the federal poverty
  1 27 level who are, for at least 28 hours per week in the aggregate,
  1 28 employed or are participating at a satisfactory level in an
  1 29 approved training program or educational program receive wait
  1 30 list priority over families with an income level at or below
  1 31 200 percent of the federal poverty level whose members are
  1 32 employed at least 28 hours per week with a special needs child.
  1 33 The bill gives eligible families with a special needs child
  1 34 wait list priority over eligible families who are employed or
  1 35 participating in an approved training or educational program,
  2  1 but amends this provision to increase the income eligibility
  2  2 requirement cap to not more than 200 percent of the federal
  2  3 poverty level.
