Senate File 63 - Introduced SENATE FILE BY PETERSEN A BILL FOR 1 An Act requiring a state family and medical leave program study 2 and making an appropriation. 3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 1622XS (4) 87 av/sc PAG LIN 1 1 Section 1. STATE FAMILY AND MEDICAL LEAVE PROGRAM 1 2 STUDY. The commissioner of insurance shall conduct a 1 3 study during the fiscal year beginning July 1, 2017, of the 1 4 feasibility and economic impact of implementing a family and 1 5 medical leave program in the state. The study shall examine 1 6 the financial impact of requiring paid leaves of absence under 1 7 a family and medical leave program beginning with a minimum 1 8 leave of six weeks and phasing in a maximum leave of twelve 1 9 weeks by January 1, 2025. A report of the results of the study, 1 10 including findings and recommendations, shall be submitted to 1 11 the general assembly by December 15, 2018. The report shall 1 12 include recommendations for benefit and eligibility standards 1 13 for a state family and medical leave program, and options for 1 14 financing the cost of leaves of absence under the program. 1 15 There is appropriated from the general fund of the state to 1 16 the commissioner of insurance for the fiscal year beginning 1 17 July 1, 2017, and ending June 30, 2018, the following amount 1 18 or so much thereof as is necessary to be used for the purpose 1 19 of conducting the state family and medical leave program study 1 20 and preparing a report: 1 21 .................................................. $ 120,000 1 22 EXPLANATION 1 23 The inclusion of this explanation does not constitute agreement with 1 24 the explanation's substance by the members of the general assembly. 1 25 This bill requires the commissioner of insurance to conduct 1 26 a study during FY 2017=2018 of the feasibility and economic 1 27 impact of implementing a family and medical leave program in 1 28 the state that requires paid leaves of absence for employees. 1 29 A report of the results of the study, including findings and 1 30 recommendations, must be submitted to the general assembly by 1 31 December 15, 2018. The report shall include recommendations 1 32 for benefit and eligibility standards for a state family and 1 33 medical leave program, and options for financing the cost of 1 34 leaves of absence under the program. 1 35 The bill appropriates $120,000 from the general fund of the 2 1 state to the commissioner of insurance to conduct the study and 2 2 prepare the report.
