  1  1    Section 1.  Section 20.10, subsection 2, Code 2015, is
  1  2 amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  i.  Violate section 20.26A.
  1  4    Sec. 2.  NEW SECTION.  20.26A  Employee organizations ====
  1  5 office space.
  1  6    A public employer shall not provide an employee organization
  1  7 with office space under the control of the public employer
  1  8 at a cost that is less than the market value of a lease for
  1  9 comparable office space.
  1 10                           EXPLANATION
  1 11 The inclusion of this explanation does not constitute agreement with
  1 12 the explanation's substance by the members of the general assembly.
  1 13    This bill prohibits a public employer from providing office
  1 14 space to an employee organization at a rate less than market
  1 15 value. The bill provides that a violation of the prohibition
  1 16 is a prohibited practice under Code chapter 20 and subject
  1 17 to the remedies provided in Code chapter 20 for prohibited
  1 18 practices.
