S.F. 56 Section 1. MEDICAID REIMBURSEMENT FOR MATERNAL HEALTH —— 1 RELATED SERVICES. Under both fee-for-service and managed care 2 administration of Medicaid, the department of health and human 3 services shall adopt rules pursuant to chapter 17A, amend any 4 contract with a managed care organization, and apply for any 5 Medicaid state plan amendment or waiver as may be necessary to 6 provide for all of the following: 7 1. Reimbursement in an amount appropriate to cover the 8 entire standard of care costs for labor and delivery. 9 2. The same reimbursement for maternal-fetal medicine 10 services and comprehensive maternity care, including both 11 facility and professional fees, whether provided in person or 12 through the use of telehealth. 13 3. Comprehensive maternity care, to include the basic 14 number of prenatal and postpartum visits recommended by the 15 American college of obstetricians and gynecologists; additional 16 prenatal and postpartum visits that are medically necessary; 17 necessary laboratory, nutritional assessment and counseling, 18 health education, personal counseling, managed care, outreach, 19 and follow-up services; and treatment of conditions which may 20 complicate pregnancy. 21 4. Reimbursement for breast-feeding supports, counseling, 22 and supplies including the standard cost of breast pumps 23 including electric breast pumps and associated breast pump 24 supplies. 25 5. Reimbursement for transportation to all prenatal and 26 postpartum care appointments including transportation to a 27 hospital with the appropriate level of care for a pregnant 28 person and for a baby when transfer is necessary. 29 6. S.F. 56 This bill relates to maternal and child health improvements 1 under the Medicaid program.
