  3    sclerosis.

  1  1    Section 1.  NEW SECTION.  99G.9B  Limited series of lottery
  1  2 games to benefit persons with multiple sclerosis.
  1  3    The chief executive officer, in consultation with the
  1  4 board, shall develop and conduct one instant scratch and
  1  5 one pull=tab lottery game annually to provide moneys for
  1  6 the benefit of persons with multiple sclerosis.  The moneys
  1  7 received from the sale of tickets for each of the lottery games
  1  8 shall be deposited in a special account in the lottery fund.
  1  9 Notwithstanding section 99G.39, after payment of the prizes,
  1 10 the remaining moneys shall be transferred to the multiple
  1 11 sclerosis support fund established pursuant to section 135.23.
  1 12    Sec. 2.  NEW SECTION.  135.23  Multiple sclerosis support
  1 13 fund.
  1 14    1.  A multiple sclerosis support fund is created in the state
  1 15 treasury under the control of the department.  The fund shall
  1 16 consist of all moneys transferred or appropriated to the fund.
  1 17    2.  Moneys in the fund are appropriated to the department
  1 18 to be used for the purpose of providing financial assistance
  1 19 to organizations in this state that support and assist persons
  1 20 with multiple sclerosis or provide funding for research
  1 21 relating to multiple sclerosis.
  1 22    3.  Moneys in the multiple sclerosis support fund are not
  1 23 subject to section 8.33.  Notwithstanding section 12C.7,
  1 24 subsection 2, interest or earnings on moneys in the multiple
  1 25 sclerosis support fund shall be credited to the fund.
  1 26                           EXPLANATION
  1 27 The inclusion of this explanation does not constitute agreement with
  1 28 the explanation's substance by the members of the general assembly.
  1 29    This bill provides that the chief executive officer of
  1 30 the lottery authority shall develop and conduct one instant
  1 31 scratch and one pull=tab lottery game annually for the benefit
  1 32 of persons with multiple sclerosis. Moneys received from
  1 33 the games, less prizes, shall be transferred to the multiple
  1 34 sclerosis support fund.
  1 35    The bill establishes the multiple sclerosis support fund
  2  1 under the control of the department of public health and
  2  2 provides that moneys in the fund shall be used for providing
  2  3 financial assistance to organizations in this state that
  2  4 support and assist persons with multiple sclerosis or provide
  2  5 funding for research relating to multiple sclerosis.
