  1 An Act relating to transitional coaching authorizations for
  2    certain individuals issued by the board of educational
  3    examiners.
  4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 272.2, subsection 14, paragraph b,
  1  2 subparagraph (2), Code 2015, is amended to read as follows:
  1  3    (2)  The applicant is less than twenty=one years of age
  1  4 except as provided in section 272.31, subsection 1, paragraph
  1  5 "e". However, a student enrolled in a practitioner preparation
  1  6 program who meets board requirements for a temporary,
  1  7 limited=purpose license who is seeking to teach as part of a
  1  8 practicum or internship may be less than twenty=one years of
  1  9 age.
  1 10    Sec. 2.  Section 272.31, subsection 1, Code 2015, is amended
  1 11 to read as follows:
  1 12    1.  a.  The Except as provided in paragraph "b", the
  1 13  minimum requirements for the board to award issue a coaching
  1 14 authorization to an applicant are:
  1 15    a.  (1)  Successful completion of one semester credit hour
  1 16 or ten contact hours in a course relating to knowledge and
  1 17 understanding of the structure and function of the human body
  1 18 in relation to physical activity.
  1 19    b.  (2)  Successful completion of one semester credit hour
  1 20 or ten contact hours in a course relating to knowledge and
  1 21 understanding of human growth and development of children and
  1 22 youth in relation to physical activity.
  1 23    c.  (3)  Successful completion of two semester credit hours
  1 24 or twenty contact hours in a course relating to knowledge and
  1 25 understanding of the prevention and care of athletic injuries
  1 26 and medical and safety problems relating to physical activity.
  1 27    d.  (4)  Successful completion of one semester credit hour
  1 28 or ten contact hours relating to knowledge and understanding
  1 29 of the techniques and theory of coaching interscholastic
  1 30 athletics.
  1 31    e.  (5)  Attainment of at least eighteen years of age.
  1 32    b.  The board shall issue a transitional coaching
  1 33 authorization to an individual who is at least eighteen years
  1 34 of age and who provides verification of an offer of a coaching
  1 35 position by a school district or by a consortium of school
  2  1 districts, but who has not completed the coursework required
  2  2 for a coaching authorization as specified in paragraph "a".
  2  3 A transitional coaching authorization is valid for not more
  2  4 than one year, may not be renewed, and is valid only in the
  2  5 school district or districts making the offer of the coaching
  2  6 position.
  2  7    Sec. 3.  Section 279.19B, subsection 1, paragraph a,
  2  8 subparagraph (2), Code 2015, is amended to read as follows:
  2  9    (2)  A qualified individual who meets the requirements of
  2 10 section 272.31, subsection 1, paragraph "a", and possesses
  2 11 a coaching authorization issued by the board of educational
  2 12 examiners.
  2 13    Sec. 4.  Section 279.19B, subsection 1, paragraph a, Code
  2 14 2015, is amended by adding the following new subparagraph:
  2 15    NEW SUBPARAGRAPH.  (3)  A qualified individual who meets the
  2 16 requirements of section 272.31, subsection 1, paragraph "b",
  2 17 and possesses a transitional coaching authorization issued by
  2 18 the board of educational examiners.
  2 19                           EXPLANATION
  2 20 The inclusion of this explanation does not constitute agreement with
  2 21 the explanation's substance by the members of the general assembly.
  2 22    This bill requires the board of educational examiners to
  2 23 issue a transitional coaching authorization to an individual
  2 24 who is at least 18 years of age and who provides verification
  2 25 of an offer of a coaching position by a school district or by
  2 26 a consortium of school districts, but who has not completed
  2 27 the coursework required for a coaching authorization.  A
  2 28 transitional coaching authorization is valid for not more
  2 29 than one year, may not be renewed, and is valid only in the
  2 30 school district or districts making the offer of the coaching
  2 31 position.  In employing a head coach or assistant coach, the
  2 32 Code requires each school district to consider applicants in a
  2 33 priority order, with teachers having first priority and persons
  2 34 with a coaching authorization second.  To this priority list,
  2 35 the bill adds in the third position those individuals who
  3  1 possess a transitional coaching authorization.
  3  2    Currently, the coursework needed for a full coaching
  3  3 authorization includes successful completion of five semester
  3  4 credit hours or 50 contact hours in courses relating to
  3  5 knowledge and understanding of the structure and function of
  3  6 the human body in relation to physical activity; to knowledge
  3  7 and understanding of human growth and development of children
  3  8 and youth in relation to physical activity; to knowledge and
  3  9 understanding of the prevention and care of athletic injuries
  3 10 and medical and safety problems relating to physical activity;
  3 11 and to knowledge and understanding of the techniques and theory
  3 12 of coaching interscholastic athletics.
