CHILD CARE PROVIDER REIMBURSEMENT 1 2 WORKGROUP. The department of human services shall establish 1 3 a child care assistance provider reimbursement workgroup of 1 4 stakeholders to study and make recommendations relating to the 1 5 establishment of a tiered reimbursement program that links the 1 6 level of payment for subsidized child care to the voluntary 1 7 child care quality rating system implemented by the department 1 8 pursuant to section 237A.30 and that is consistent with the 1 9 provisions of the federal Child Care and Development Block 1 10 Grant Act of 2014. The membership of the workgroup shall 1 11 include child care professionals, representatives of certified 1 12 child development homes, and representatives of certified child 1 13 care centers, in both rural and urban areas, and may include 1 14 additional stakeholders designated by the department. The 1 15 workgroup shall submit a report and make recommendations to the 1 16 governor and the general assembly by December 1, 2015. 1 17 EXPLANATION 1 18 The inclusion of this explanation does not constitute agreement with 1 19 the explanation's substance by the members of the general assembly. 1 20 The bill directs the department of human services to 1 21 establish a child care assistance provider reimbursement 1 22 workgroup of stakeholders to study and make recommendations 1 23 relating to the establishment of a tiered reimbursement program 1 24 that links the level of payment for subsidized child care to 1 25 the voluntary child care quality rating system and that is 1 26 consistent with the provisions of the federal Child Care and 1 27 Development Block Grant Act of 2014. The bill specifies the 1 28 membership of the workgroup and requires the workgroup to 1 29 submit a report and make recommendations to the governor and 1 30 the general assembly by December 1, 2015.
