STUDY ON EMERGENCY SERVICES. 1 2 1. The department of public health, in consultation with 1 3 other agencies as the department deems appropriate, shall 1 4 study the condition of emergency services in the state. 1 5 The department of public health shall consider and make 1 6 recommendations on all of the following: 1 7 a. A method for modernizing, reforming, and regionalizing 1 8 the financing of emergency services to ensure adequate 1 9 resources for the provision of emergency services. 1 10 b. A method by which to provide a comprehensive approach 1 11 to emergency services training and education to ensure 1 12 standardization and support. 1 13 c. A method by which to streamline reporting requirements 1 14 for emergency medical services providers. 1 15 d. The adequacy of the volunteer fire fighter and volunteer 1 16 emergency medical services personnel tax credit and whether 1 17 another method of incenting Iowans is needed to ensure 1 18 financial rewards and encourage more Iowans to consider 1 19 emergency services positions. 1 20 e. A method for providing an alternate governance structure 1 21 with an option for regional emergency services delivery. 1 22 f. The current state boards and commissions and whether the 1 23 emergency services community is adequately represented with 1 24 other public safety professionals. 1 25 2. The department of public health shall submit a report 1 26 regarding the findings and recommendations resulting from the 1 27 study to the general assembly by December 15, 2015. 1 28 EXPLANATION 1 29 The inclusion of this explanation does not constitute agreement with 1 30 the explanation's substance by the members of the general assembly. 1 31 This bill relates to emergency services by requiring the 1 32 department of public health to conduct a study concerning 1 33 modernization, reform, and regionalization of financing 1 34 for emergency services, education and training of emergency 1 35 services providers, reporting requirements, tax credits for 2 1 personnel, governance reform, and current governing boards and 2 2 commissions.
