S.F. 433 Section 1. Section 256.9, Code 2019, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 60. In collaboration with and on behalf 3 of the community colleges, explore and act on opportunities 4 to negotiate site licenses or other discounted group access 5 to educational resources that result in cost savings to the 6 community colleges or to community college students. 7 Sec. 2. Section 260C.14, Code 2019, is amended by adding the 8 following new subsection: 9 NEW SUBSECTION . 25. Identify the courses that will utilize 10 open educational resources where the community college provides 11 information or mechanisms for course registration, which 12 may be on the internet. For purposes of this section, “open 13 educational resources” means materials used to support education 14 that are in the public domain or are under an open license and 15 that may be freely accessed, reused, modified, and shared, 16 including but not limited to instructional materials, course 17 syllabi, and textbooks. 18 Sec. 3. Section 261.2, subsection 11, Code 2019, is amended 19 to read as follows: 20 11. Require any postsecondary institution whose students 21 are eligible for or who receive financial assistance under 22 programs administered by the commission to transmit do all of 23 the following: 24 a. Transmit annually to the commission information about the 25 numbers of minority students enrolled in and minority faculty 26 members employed at the institution. The commission shall 27 compile and report the information collected to the general 28 assembly, the governor, and the legislative services agency by 29 March 1 annually. 30 b. Identify the courses that will utilize open educational 31 resources, as defined in section 260C.14, subsection 25, where 32 the institution provides information or mechanisms for course 33 registration, which may be on the internet. 34 Sec. 4. S.F. 433 following new subsection: 1 NEW SUBSECTION . 39. Direct each institution of higher 2 learning under its control to identify the courses that will 3 utilize open educational resources, as defined in section 4 260C.14, subsection 25, where the institution provides 5 information or mechanisms for course registration, which may 6 be on the internet. In addition, direct each institution to 7 explore and act on opportunities to negotiate site licenses or 8 other discounted group access to educational resources that 9 result in cost savings to the institution or its students. 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 This bill establishes requirements relating to the use 14 and identification of open educational resources by Iowa’s 15 postsecondary institutions. 16 Community colleges, postsecondary institutions whose 17 students receive financial assistance administered by the 18 college student aid commission, and regents universities 19 are directed to identify the courses that will utilize 20 open educational resources, where the institution provides 21 information on mechanisms for course registration, which may 22 be on the internet. Open educational resources are defined 23 as materials used to support education that are in the public 24 domain or are under an open license and that may be freely 25 accessed, reused, modified, and shared, including but not 26 limited to instructional materials, course syllabi, and 27 textbooks. 28 In addition, the director of the department of education is 29 directed to collaborate with the community colleges to explore 30 and act on opportunities to negotiate access to educational 31 resources that result in savings to the community colleges or 32 their students.
