Section
15F.107,
subsection
1,
Code
2019,
is

amended
by
adding
the
following
new
paragraph:

Notwithstanding
section
8.55,
subsection
3
3,
paragraph
“a”
,
for
each
fiscal
year
of
the
period
beginning
4
July
1,
2020,
and
ending
June
30,
2030,
there
is
appropriated

from
the
general
fund
of
the
state
to
the
authority
the
amount
6
of
twenty-five
million
dollars
to
be
deposited
in
the
fund
if,
7
in
the
fiscal
year
immediately
preceding
the
fiscal
year
of
8
the
appropriation,
a
minimum
of
one
hundred
million
dollars
is
9
transferred
into
the
general
fund
pursuant
to
section
8.55,
10
subsection
2,
paragraph
“b”
.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
appropriates
$25
million
from
the
general
fund
15
for
each
fiscal
year
of
the
period
beginning
July
1,
2020,
and
16
ending
June
30,
2030,
to
the
economic
development
authority
17
to
be
deposited
in
the
enhance
Iowa
fund.
The
appropriation
18
is
contingent
on
a
minimum
of
$100
million
being
transferred
19
from
the
Iowa
economic
emergency
fund
to
the
general
fund
20
pursuant
to
Code
section
8.55,
subsection
2,
paragraph
“b”,
in
21
the
fiscal
year
immediately
preceding
the
fiscal
year
of
the
22
appropriation.
