Senate File 366 - Introduced SENATE FILE BY FEENSTRA A BILL FOR 1 An Act relating to contracts licensing the television media 2 rights for the Iowa high school athletic association's state 3 championships and including applicability provisions. 4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 2428XS (5) 87 kh/jh PAG LIN 1 1 Section 1. Section 280.13B, Code 2017, is amended to read 1 2 as follows: 1 3 280.13B Recording and broadcast fees restricted == 1 4 simulcasts on public television. 1 5 1. The Iowa high school athletic association or its 1 6 successor organization, and the Iowa girls high school athletic 1 7 union or its successor organization, shall not assess a 1 8 charge for the retransmission of an audio=visual recording 1 9 of a high school athletic tournament contest or event if the 1 10 retransmission does not occur earlier than twenty=four hours 1 11 after the starting time of the live athletic contest or event. 1 12 2. Any contract licensing the television media rights for 1 13 the Iowa high school athletic association's state football, 1 14 wrestling, and basketball championships shall authorize the 1 15 public broadcasting division of the department of education, 1 16 at the division's discretion, to simulcast the television 1 17 broadcast statewide. 1 18 Sec. 2. APPLICABILITY. This Act applies to contracts 1 19 entered into on or after the effective date of this Act. The 1 20 parties to a contract executed prior to the effective date of 1 21 this Act shall make every reasonable effort to comply with the 1 22 Act within the terms of the contract. 1 23 EXPLANATION 1 24 The inclusion of this explanation does not constitute agreement with 1 25 the explanation's substance by the members of the general assembly. 1 26 This bill requires that any contract entered into on or 1 27 after the effective date of the bill licensing the television 1 28 media rights for the Iowa high school athletic association's 1 29 state football, wrestling, and basketball championships shall 1 30 authorize the public broadcasting division of the department 1 31 of education, at the division's discretion, to simulcast the 1 32 broadcast statewide. Parties to a contract executed prior 1 33 to the effective date must make every reasonable effort to 1 34 comply with the provisions of the bill within the terms of the 1 35 contract.
