NEW
SECTION

Employer
control
of
1
employee
contributions
prohibited.

1.
An
employer
employing
persons
in
Iowa
shall
not
do
any
3
of
the
following:
4
a.
Prohibit
an
employee
or
a
family
member
of
an
employee
5
from
making
a
contribution
to
a
committee.
6
b.
Require
an
employee
or
a
family
member
of
an
employee
to
7
receive
approval
prior
to
making
a
contribution
to
a
committee.
8
c.
Limit
the
amount
of
any
contribution
an
employee
or
a
9
family
member
of
an
employee
makes
to
a
committee.
10
d.
Take
any
adverse
action
against
an
employee
for
an
11
employee’s
contributing
to
or
failing
to
contribute
to
a
12
committee
or
for
a
family
member
of
an
employee
contributing
or
13
failing
to
contribute
to
a
committee.

2.
This
section
does
not
prohibit
an
employer
from
15
prohibiting
an
employee
from
making
a
contribution
that
would
16
be
a
violation
of
a
federal
or
state
law
or
regulation.
Such
17
a
policy
shall
not
exceed
the
requirements
of
the
relevant
18
federal
or
state
law
or
regulation.

EXPLANATION
20
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
21
the
explanation’s
substance
by
the
members
of
the
general
assembly.
22
This
bill
prohibits
an
employer
who
employs
people
in
Iowa
23
from
prohibiting,
limiting,
or
requiring
approval
for
the
24
contributions
of
employees
or
family
members
of
employees
to
25
political
committees
or
candidates’
committees.
The
bill
does
26
not
prohibit
an
employer
from
maintaining
a
policy
limiting
27
those
contributions
that
violate
a
federal
or
state
law
or
28
regulation.
By
operation
of
law,
a
person
who
violates
the
29
bill
is
guilty
of
a
serious
misdemeanor.
A
serious
misdemeanor
30
is
punishable
by
confinement
for
no
more
than
one
year
and
a
31
fine
of
at
least
$315
but
not
more
than
$1,875.
