  1  1    Section 1.  2013 Iowa Acts, chapter 138, section 153, as
  1  2 amended by 2014 Iowa Acts, chapter 1140, section 29, is amended
  1  3 to read as follows:
  1  4    SEC. 153.  MENTAL HEALTH INSTITUTES.
  1  5    1.  There is appropriated from the general fund of the
  1  6 state to the department of human services for the fiscal year
  1  7 beginning July 1, 2014, and ending June 30, 2015, the following
  1  8 amounts, or so much thereof as is necessary, to be used for the
  1  9 purposes designated:
  1 10    1.  a.  For the state mental health institute at Cherokee for
  1 11 salaries, support, maintenance, and miscellaneous purposes, and
  1 12 for not more than the following full=time equivalent positions:
  1 13 .................................................. $  6,031,934
  1 14 ............................................... FTEs     169.20
  1 15    2.  b.  For the state mental health institute at Clarinda for
  1 16 salaries, support, maintenance, and miscellaneous purposes, and
  1 17 for not more than the following full=time equivalent positions:

  1 19 ............................................... FTEs      86.10
  1 20    3.  c.  For the state mental health institute at Independence
  1 21 for salaries, support, maintenance, and miscellaneous purposes,
  1 22 and for not more than the following full=time equivalent

  1 26    4.  d.  For the state mental health institute at Mount
  1 27 Pleasant for salaries, support, maintenance, and miscellaneous
  1 28 purposes, and for not more than the following full=time
  1 29 equivalent positions:

  1 31 ............................................... FTEs      97.92
  1 32    2.  The department shall accept all eligible patients into
  1 33 the state mental health institutes through June 30, 2015.
  1 34    Sec. 2.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
  1 35 immediate importance, takes effect upon enactment.
  2  1                           EXPLANATION
  2  2 The inclusion of this explanation does not constitute agreement with
  2  3 the explanation's substance by the members of the general assembly.
  2  4    This bill directs the department of human services to accept
  2  5 all eligible patients to the state mental health institutes
  2  6 through June 30, 2015 (FY 2014=2015). Iowa has four mental
  2  7 health institutes located in Cherokee, Clarinda, Independence,
  2  8 and Mount Pleasant.  All state mental health institutes provide
  2  9 short=term psychiatric care for severe symptoms of mental
  2 10 illness.  Mount Pleasant also provides substance use disorder
  2 11 treatment.
  2 12    The bill is effective upon enactment.
