  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  SAFE ROUTES TO SCHOOL PROGRAM.
  1  2    1.  There is appropriated from the general fund of the
  1  3 state to the department of transportation for the fiscal year
  1  4 beginning July 1, 2014, and ending June 30, 2015, the following
  1  5 amount, or so much thereof as is necessary, to be used for the
  1  6 purposes designated:
  1  7    For administration of the safe route to schools program
  1  8 in accordance with the federal Safe, Accountable, Flexible,
  1  9 Efficient Transportation Equity Act:  A Legacy For Users, Pub.
  1 10 L. No. 109=59, including salaries, support, maintenance, and
  1 11 miscellaneous purposes:
  1 12 .................................................. $  1,000,000
  1 13    2.  Notwithstanding section 8.33, moneys appropriated in
  1 14 this section that remain unencumbered or unobligated at the
  1 15 close of the fiscal year shall not revert but shall remain
  1 16 available to be used for the purposes designated until the
  1 17 close of the succeeding fiscal year.
  1 18    Sec. 2.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
  1 19 immediate importance, takes effect upon enactment.
  1 20                           EXPLANATION
  1 21 The inclusion of this explanation does not constitute agreement with
  1 22 the explanation's substance by the members of the general assembly.
  1 23    This bill appropriates $1 million from the general fund of
  1 24 the state to the department of transportation for the 2014=2015
  1 25 fiscal year for administration of the safe routes to school
  1 26 program in accordance with the federal Safe, Accountable,
  1 27 Flexible, Efficient Transportation Equity Act:  A Legacy For
  1 28 Users, Pub. L. No. 109=59.
  1 29    The bill takes effect upon enactment.
