  1  1    Section 1.  Section 20.5, subsection 1, paragraph a, Code
  1  2 2015, is amended to read as follows:
  1  3    a.  The board shall consist of three members appointed
  1  4 by the governor, subject to confirmation by the senate. In
  1  5 selecting the members of the board, consideration shall be
  1  6 given to their knowledge, ability, and experience in the field
  1  7 of labor=management relations. No more than two members one
  1  8 member shall be of the same political party affiliation, no
  1  9  and of the three members of the board, two shall be registered
  1 10 as a member of a political party, as defined in section 43.2,
  1 11 that has one of the two highest numbers of registered voters
  1 12 in this state as of the date of appointment and one member
  1 13 shall be registered as no party.  No member shall engage in any
  1 14 political activity while holding office and the members shall
  1 15 devote full time to their duties.
  1 16                           EXPLANATION
  1 17 The inclusion of this explanation does not constitute agreement with
  1 18 the explanation's substance by the members of the general assembly.
  1 19    This bill provides that no more than one member of the three
  1 20 member public employment relations board shall be of the same
  1 21 political party.  In addition, of the three members of the
  1 22 board, two shall be registered as a member of a political party
  1 23 that has one of the highest numbers of registered voters in
  1 24 this state and one member shall be registered as no party.
