Senate File 303 - Introduced SENATE FILE BY SMITH A BILL FOR 1 An Act establishing a district cost per pupil equalization task 2 force. 3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 2300XS (3) 86 md/sc PAG LIN 1 1 Section 1. DISTRICT COST PER PUPIL EQUALIZATION TASK FORCE. 1 2 1. The department of education shall convene a task force 1 3 to review the differences in the district cost per pupil among 1 4 school districts in the state. The task force shall identify 1 5 inequities between school districts caused by differences 1 6 in the district cost per pupil and shall analyze options to 1 7 eliminate differences in the district cost per pupil and reduce 1 8 the identified inequities, including cost=neutral options for 1 9 the state, state and local taxpayers, and school districts. 1 10 2. The task force membership shall be comprised of education 1 11 stakeholders, including but not limited to persons representing 1 12 the following entities or individuals: 1 13 a. The director of the department of education. 1 14 b. The school administrators of Iowa. 1 15 c. The Iowa association of school boards. 1 16 d. The Iowa state education association. 1 17 e. The professional educators of Iowa. 1 18 f. The Iowa taxpayers association. 1 19 g. The Iowa association of business and industry. 1 20 3. The task force shall submit its findings and 1 21 recommendations in a report to the general assembly by January 1 22 15, 2017. 1 23 EXPLANATION 1 24 The inclusion of this explanation does not constitute agreement with 1 25 the explanation's substance by the members of the general assembly. 1 26 This bill requires the department of education to convene a 1 27 task force to review the differences in the district cost per 1 28 pupil among school districts in the state. The task force is 1 29 required to identify inequities between school districts caused 1 30 by differences in the district cost per pupil and to analyze 1 31 options to eliminate differences in the district cost per pupil 1 32 and reduce the identified inequities, including cost=neutral 1 33 options for the state, state and local taxpayers, and school 1 34 districts. 1 35 The task force membership is comprised of education 2 1 stakeholders, including but not limited to persons representing 2 2 the director of the department of education, the school 2 3 administrators of Iowa, the Iowa association of school 2 4 boards, the Iowa state education association, the professional 2 5 educators of Iowa, the Iowa taxpayers association, and the Iowa 2 6 association of business and industry. 2 7 The task force is required to submit its findings and 2 8 recommendations in a report to the general assembly by January 2 9 15, 2017.
