The
inclusion
of
this
explanation
does
not
constitute
agreement
with

explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
strikes
two
of
the
child
development

coordinating
council’s
statutory
duties:
1)
the
duty
to
7
make
recommendations
to
the
department
of
education
and
the
8
general
assembly
regarding
early
elementary
curricula,
staff
9
qualifications,
and
training;
child
development
programs;
an
10
at-risk
definition;
and
before
and
after
school
child
care
11
programs,
and
2)
the
duty
to
encourage
the
establishment
of
12
regional
councils
designed
to
facilitate
the
development
13
on
a
regional
basis
of
programs
for
at-risk
three-year
and
14
four-year-old
children.
