Section
216B.3,
subsection
19,
paragraphs
a
and
1
b,
Code
2011,
are
amended
to
read
as
follows:

a.
The
commission
may
shall
enter
into
necessary
contracts

arrangements
with
the
national
federation
for
the
blind

to
provide
for
the
delivery
of
newspapers
over
the
telephone,
5
furnished
by
the
national
federation
for
the
blind.

b.
The
commission
may
shall
enter
into
necessary
contracts
7
and
arrangements
with
the
Iowa
radio
reading
information
8
service
for
the
blind
and
print
handicapped
to
provide
for
the
9
delivery
of
newspapers,
magazines,
and
other
printed
materials
10
over
the
radio,
furnished
by
the
Iowa
radio
reading
information
11
service
for
the
blind
and
print
handicapped.

Sec.
2.
Section
216B.3,
subsection
19,
Code
2011,
is
amended
13
by
adding
the
following
new
paragraph:

NEW
PARAGRAPH
.
c.
For
each
fiscal
year,
there
is
15
appropriated
from
the
general
fund
of
the
state
to
the
16
department
fifty
thousand
dollars
for
purposes
of
implementing
17
contracts
pursuant
to
this
subsection.
Notwithstanding
section
18
8.33,
moneys
appropriated
pursuant
to
this
subsection
shall
not
19
revert
to
the
general
fund
or
any
other
fund
but
shall
remain
20
available
for
expenditure
by
the
department
pursuant
to
this
21
subsection
in
succeeding
fiscal
years.

EXPLANATION
23
This
bill
requires
that
the
commission
for
the
blind
enter
24
into
certain
contracts
with
the
national
federation
of
the
25
blind
and
the
Iowa
radio
reading
information
service
for
the
26
provision
of
certain
news
and
information
for
the
blind
and
27
print
handicapped.
The
bill
provides
an
annual
appropriation
28
of
$50,000
to
the
department
for
the
blind,
and
provides
that
29
the
money
so
appropriated
shall
not
revert
back
to
the
general
30
fund
of
the
state,
but
may
be
used
in
subsequent
fiscal
years
31
to
contract
for
such
services.
