  1  1    Section 1.  SPECIAL PROSECUTOR INTERIM STUDY COMMITTEE.  The
  1  2 legislative council shall establish an interim study
  1  3 committee composed of members of the senate and the house of
  1  4 representatives to meet during the 2018 legislative interim.
  1  5 The committee, in consultation with the justice department,
  1  6 Iowa county attorneys association, office of the state public
  1  7 defender, the Iowa state sheriffs' and deputies' association,
  1  8 the Iowa peace officers association, and other stakeholders,
  1  9 shall study issues relating to the appointment of a special
  1 10 prosecutor to investigate and prosecute incidents involving the
  1 11 use of deadly force by a peace officer. The committee shall
  1 12 submit its findings and recommendations to the general assembly
  1 13 by January 15, 2019, for consideration by the general assembly
  1 14 during the 2019 legislative session.
  1 15                           EXPLANATION
  1 16 The inclusion of this explanation does not constitute agreement with
  1 17 the explanation's substance by the members of the general assembly.
  1 18    This bill establishes an interim study committee to review
  1 19 and develop recommendations for the appointment of a special
  1 20 prosecutor for incidents involving the use of deadly force by a
  1 21 peace officer.
  1 22    The bill provides that the legislative council shall
  1 23 establish an interim study committee composed of members of
  1 24 the senate and the house of representatives to meet during the
  1 25 2018 legislative interim. The committee, in consultation with
  1 26 the justice department, Iowa county attorneys association,
  1 27 state public defender, Iowa state sheriffs' and deputies'
  1 28 association, Iowa peace officers association, and other
  1 29 stakeholders, shall study issues relating to the appointment
  1 30 of a special prosecutor to investigate and prosecute incidents
  1 31 involving the use of deadly force by a peace officer. The
  1 32 bill requires the committee to submit its findings and
  1 33 recommendations to the general assembly by January 15, 2019,
  1 34 for consideration by the general assembly during the 2019
  1 35 legislative session.
