Section
321.20,
subsection
1,
paragraph
f,
Code

is
amended
to
read
as
follows:

(1)
If
Except
as
provided
in
subparagraph
(2),
if
the

vehicle
is
owned
by
a
nonresident
but
is
subject
to
issuance
of
4
an
Iowa
certificate
of
title
or
registration,
the
application
5
shall
must
also
contain
the
full
legal
name,
Iowa
driver’s
6
license
number
or
Iowa
nonoperator’s
identification
card
7
number,
date
of
birth,
bona
fide
residence,
and
mailing
address
8
of
the
primary
user
of
the
vehicle.
If
the
primary
user
is
a
9
firm,
association,
or
corporation,
the
application
shall
must
10
contain
the
bona
fide
business
address
and
federal
employer
11
identification
number
of
the
primary
user.
The
primary
user’s
12
name
and
address
shall
not
be
printed
on
the
registration
13
receipt
or
the
certificate
of
title.

(2)
If
the
vehicle
is
owned
by
a
nonresident
who
owns
15
residential
real
property,
as
defined
in
section
535B.1,
or
16
land
suitable
for
use
in
farming
in
this
state,
the
vehicle
is
17
used
primarily
at
the
Iowa
property,
and
the
vehicle
is
subject
18
to
issuance
of
an
Iowa
certificate
of
title
or
registration,
19
the
application
must
include
reasonable
proof,
as
determined
20
by
the
department,
that
the
nonresident
owns
residential
21
real
property,
and
may
contain
the
owner’s
driver’s
license
22
number
or
nonoperator’s
identification
card
number
issued
by
23
another
state
in
lieu
of
both
the
primary
user’s
information
24
required
under
subparagraph
(1)
and
the
owner’s
Iowa
driver’s
25
license
number
or
Iowa
nonoperator’s
identification
card
number
26
required
under
paragraph
“a”
.
The
department
shall
adopt
rules
27
regarding
acceptable
proof
of
ownership
of
residential
real
28
property
required
under
this
subparagraph,
including
but
not
29
limited
to
a
copy
of
the
deed
or
utility
payment
receipts.

Current
law
requires
an
owner
of
a
vehicle
to
apply
for
34
registration
and
issuance
of
a
certificate
of
title
if
the

vehicle
is
required
to
be
registered.
The
application
must
1
include
information
about
the
owner,
the
vehicle,
non-owner
2
interests
in
the
vehicle,
if
applicable,
the
amount
of
the
fee
3
for
new
registration,
and
other
information
as
may
reasonably
4
be
required
by
the
department
of
transportation
(DOT).
In
5
particular,
the
owner’s
full
legal
name,
social
security
6
number
or
Iowa
driver’s
license
number
or
Iowa
nonoperator’s
7
identification
card
number,
date
of
birth,
bona
fide
residence,
8
and
mailing
address
are
required.

In
addition,
if
the
vehicle
is
owned
by
a
nonresident
10
but
still
subject
to
issuance
of
a
certificate
of
title
11
or
registration
in
Iowa,
the
application
must
also
contain
12
the
full
legal
name,
Iowa
driver’s
license
number
or
Iowa
13
nonoperator’s
identification
card
number,
date
of
birth,
bona
14
fide
residence,
and
mailing
address
of
the
primary
user
of
the
15
vehicle.

This
bill
provides
for
alternative
application
information
17
required
for
certain
nonresidents.
Nonresidents
who
own
18
residential
real
property
or
land
suitable
for
use
in
19
farming
in
Iowa
that
are
registering
a
vehicle
that
is
used
20
primarily
at
that
property
may
instead
apply
using
the
owner’s
21
driver’s
license
number
or
nonoperator’s
identification
card
22
number
issued
by
another
state
in
lieu
of
both
the
primary
23
user’s
information
and
the
Iowa’s
driver’s
license
number
or
24
nonoperator’s
identification
card
number
required
under
current
25
law.
A
nonresident
who
applies
for
registration
and
issuance
26
of
a
certificate
of
title
under
the
bill
is
required
to
provide
27
reasonable
proof
that
the
nonresident
owns
such
property
in
28
Iowa.
The
DOT
must
adopt
rules
regarding
acceptable
proof
of
29
property
ownership,
including
but
not
limited
to
a
copy
of
a
30
deed
or
utility
payment
receipts.
For
purposes
of
the
bill,
31
“residential
real
property”
means
real
property,
which
is
an
32
owner-occupied
single-family
or
two-family
dwelling,
located
in
33
this
state,
occupied
or
used
or
intended
to
be
occupied
or
used
34
for
residential
purposes,
including
an
interest
in
any
real

property
covered
under
Code
chapter
499B
(horizontal
property

(condominiums)).

In
accordance
with
current
law,
a
nonresident
is
required
to

apply
for
registration
and
issuance
of
certificate
of
title
for
4
a
vehicle
subject
to
registration
to
the
county
treasurer
of
5
the
county
where
the
primary
user
of
the
vehicle
is
located.
