Section
1.
NEW
SECTION
.
279.76
Event
admission
fees.
1
1.
For
the
purposes
of
this
section:
2
a.
“Department”
means
the
department
of
management.
3
b.
“Event”
means
an
extracurricular
interscholastic
contest
4
or
competition
sponsored
or
administered
by
the
Iowa
high
5
school
athletic
association,
Iowa
girls
high
school
athletic
6
union,
Iowa
high
school
music
association,
or
Iowa
high
school
7
speech
association,
not
including
post-regular
season
and
8
all-state
contests
or
competitions.

2.
A
school
district
shall
not
charge
a
fee
for
the
10
admittance
of
a
person
eighteen
years
of
age
or
younger
to
an
11
event.

3.
The
state
board
of
education
shall
adopt
rules
that
13
calculate
the
amount
of
revenue
that
each
school
district
14
would
have
received
if
the
school
district
charged
fees
for
15
the
admittance
of
persons
eighteen
years
of
age
or
younger
to
16
events.

4.
a.
Beginning
July
1,
2022,
there
is
appropriated
18
annually
to
the
department
from
the
sports
wagering
receipts
19
fund
established
under
section
8.57,
subsection
6,
an
amount
20
necessary
to
pay
the
amounts
calculated
pursuant
to
subsection
21
3.
22
b.
The
department
shall
distribute
the
moneys
appropriated
23
pursuant
to
paragraph
“a”
to
each
school
district
in
an
amount
24
equal
to
the
amount
calculated
pursuant
to
subsection
3
at
25
the
same
time
and
in
the
same
manner
as
foundation
aid
is
26
paid
under
section
257.16,
and
may
be
included
in
the
monthly
27
payment
of
state
aid
under
section
257.16,
subsection
2.

5.
The
moneys
provided
in
this
section
are
miscellaneous
29
income
as
defined
in
section
257.2,
shall
be
deposited
in
the
30
general
fund
of
the
school
district,
may
be
used
for
any
school
31
general
fund
purpose,
and
shall
not
be
included
in
district
32
cost.

Sec.
2.
EMERGENCY
RULES.
The
state
board
of
education
34
may
adopt
emergency
rules
under
section
17A.4,
subsection
3,

and
section
17A.5,
subsection
2,
paragraph
“b”,
to
implement
1
the
provisions
of
this
Act
and
the
rules
shall
be
effective
2
immediately
upon
filing
unless
a
later
date
is
specified
in
the

rules.
Any
rules
adopted
in
accordance
with
this
section
shall
4
also
be
published
as
a
notice
of
intended
action
as
provided
5
in
section
17A.4.

Sec.
3.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
7
importance,
takes
effect
upon
enactment.

Sec.
4.
APPLICABILITY.
This
Act
applies
to
school
district
9
events
occurring
on
or
after
July
1,
2022.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
12
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
high
school
event
admission
fees
for
14
people
18
years
of
age
or
younger.

The
bill
defines
“event”
as
an
extracurricular
16
interscholastic
contest
or
competition
authorized
by
the
Iowa
17
high
school
athletic
association,
Iowa
girls
high
school
18
athletic
union,
Iowa
high
school
music
association,
or
Iowa
19
high
school
speech
association,
not
including
post-regular
20
season
and
all-state
contests
or
competitions.
The
bill
also
21
defines
“department”
as
the
department
of
management.

The
bill
prohibits
a
school
district
from
charging
a
fee
for
23
the
admittance
of
a
person
18
years
of
age
or
younger
to
an
24
event.

The
bill
requires
the
state
board
of
education
to
adopt
rules
26
that
calculate
the
amount
of
revenue
that
a
school
district
27
would
have
received
if
the
school
district
charged
a
fee
for
28
the
admittance
of
persons
18
years
of
age
or
younger
to
events.

The
bill
makes
an
appropriation
beginning
July
1,
2022,
and

each
year
thereafter
to
the
department
of
management
from
the

sports
wagering
receipts
fund
in
an
amount
equal
to
the
total

education

determined
all
school

districts
would
have
received
if
school
districts
charged

people

of
age

younger
admission
fees
to
events.

The
bill
requires
the
department
of
management
to
distribute

from

relating

fees
to

an

shall
be

at
the
