1.
DEPARTMENT
OF
PUBLIC
SAFETY

COSTS

ASSOCIATED
WITH
THE
ENFORCEMENT
OF
MARIJUANA
LAWS.

1.
The
department
of
public
safety,
in
conjunction
with
3
the
department
of
corrections
and
the
department
of
health
and
4
human
services,
shall
convene
a
study
committee
to
determine
5
the
costs
to
the
state,
individuals,
and
families
associated
6
with
the
enforcement
of
marijuana
laws.
The
study
committee
7
shall
be
made
up
of
at
least
one
stakeholder
from
each
8
department.
Other
stakeholders
shall
include
a
representative
9
of
the
court
system,
a
juvenile
court
judge,
a
member
from
the
10
state
public
defender’s
office,
and
a
representative
from
the
11
attorney
general’s
office.

The
study
committee
shall
consider
the
costs
to
the
13
criminal
justice
system,
from
policing
through
corrections,
14
for
the
arrest,
prosecution,
sentencing,
and
incarceration
15
of
marijuana
users,
dealers,
and
others
involved
in
the
drug
16
infrastructure;
the
financial
effect
on
individuals
with
17
convictions
for
marijuana
offenses;
and
the
financial
costs
to
18
families
impacted
by
the
enforcement
of
marijuana
laws.
The
19
study
committee
shall
submit
a
report
detailing
its
findings
20
and
making
recommendations
to
the
governor
and
the
general
21
assembly
by
December
15,
2024.
