  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 17A.5, Code 2016, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  3.  A rule made effective in whole or in
  1  4 part pursuant to this section on or after July 1, 2016, shall
  1  5 cease to be effective five years after such effective date.
  1  6 The rule, or portion of the rule, may be adopted anew by the
  1  7 agency using the procedure set out in section 17A.4, subsection
  1  8 1.
  1  9                           EXPLANATION
  1 10 The inclusion of this explanation does not constitute agreement with
  1 11 the explanation's substance by the members of the general assembly.
  1 12    This bill provides that a rule made effective in whole or
  1 13 in part on or after July 1, 2016, ceases to be effective five
  1 14 years after the rule's effective date. The rule or portion
  1 15 of the rule may be readopted by publishing a new notice of
  1 16 intended action and subsequently acting to adopt the noticed
  1 17 rule.
