Section
1.
CLASS
SIZE
REDUCTION
SUPPLEMENT
——
1
APPROPRIATION.

1.
For
the
school
budget
year
beginning
July
1,
2022,
3
each
school
district
for
which
the
school
district’s
average
4
class
size
for
grades
kindergarten
through
eight
during
the
5
school
year
beginning
July
1,
2021,
was
eighteen
students
or
6
greater
shall
receive
a
class
size
reduction
supplement.
The
7
supplement
for
each
eligible
district
shall
be
in
an
amount
8
equal
to
the
share
of
the
appropriation
under
subsection
5
that
9
is
proportionate
to
the
school
district’s
enrollment
in
grades
10
kindergarten
through
eight
for
the
school
budget
year
beginning
11
July
1,
2021,
as
a
share
of
the
total
enrollment
in
grades
12
kindergarten
through
eight
for
the
school
budget
year
beginning
13
July
1,
2021,
among
all
eligible
schools.

2.
The
class
size
reduction
supplement
shall
be
15
miscellaneous
income,
shall
be
deposited
in
the
general
fund
16
of
the
school
district,
and
shall
not
be
included
in
district
17
cost.

3.
The
class
size
reduction
supplement
amount
received
by
19
a
school
district
shall
be
used
by
the
school
district
during
20
the
school
budget
years
beginning
on
or
after
July
1,
2022,
21
and
ending
before
July
1,
2025,
and
shall
be
used
to
reduce
22
class
sizes
among
grades
kindergarten
through
eight
and
address
23
student
underperformance
and
deficiencies.

4.
The
class
size
reduction
supplement
shall
be
paid
in
full
25
at
the
same
time
and
in
the
same
manner
as
the
final
monthly
26
foundation
aid
payment
under
section
257.16
for
the
fiscal
year
27
ending
June
30,
2022.

5.
There
is
appropriated
from
the
general
fund
of
the
state
29
to
the
department
of
management
for
the
fiscal
year
beginning
30
July
1,
2021,
fifteen
million
dollars
to
make
all
supplement
31
payments
as
calculated
under
this
section.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
33
importance,
takes
effect
upon
enactment.

This
bill
provides
for
a
school
district
class
size

reduction
supplement.
For
the
school
budget
year
beginning
4
July
1,
2022,
each
school
district
for
which
the
school
5
district’s
average
class
size
for
grades
kindergarten
through
6
eight
during
the
school
year
beginning
July
1,
2021,
was
18

students
or
greater
shall
receive
a
class
size
reduction
8
supplement.
The
supplement
for
each
eligible
district
9
shall
be
in
an
amount
equal
to
the
share
of
the
$15
million
10
appropriation
that
is
proportionate
to
the
school
district’s
11
enrollment
in
grades
kindergarten
through
eight
for
the
school
12
budget
year
beginning
July
1,
2021,
as
a
share
of
the
total
13
enrollment
in
grades
kindergarten
through
eight
for
the
school
14
budget
year
beginning
July
1,
2021,
among
all
eligible
schools.

The
class
size
reduction
supplement
amount
received
by
a
16
school
district
shall
be
used
by
the
school
district
during
17
the
school
budget
years
beginning
on
or
after
July
1,
2022,
18
and
ending
before
July
1,
2025,
and
shall
be
used
to
reduce
19
class
sizes
among
grades
kindergarten
through
eight
and
address
20
student
underperformance
and
deficiencies.
The
class
size
21
reduction
supplement
is
miscellaneous
income,
must
be
deposited

in
the
general
fund
of
the
school
district,
and
is
not
to
be
23
included
in
district
cost.

The
appropriation
for
the
supplement
is
made
for
the
fiscal
25
year
beginning
July
1,
2021,
and
the
supplement
shall
be
paid

at
the

time
and
in
the
same
manner
as
the
final

monthly
foundation
aid
payment
to
school
districts
for
the
28
fiscal
year
ending
June
30,
2022.

The
bill
takes
effect
upon
enactment.
