the
internet

participation
in
activities
in

district
of
residence.

1.
A
student
enrolled
in
a
charter
school
who
receives
4
educational
instruction
and
course
content
primarily
over
the
5
internet
may
participate
in
any
cocurricular
or
extracurricular
6
activities
offered
to
children
in
the
student’s
grade
or
group
7
and
sponsored
by
the
district
of
residence
under
the
same
8
conditions
and
requirements
as
the
students
enrolled
in
the
9
district
of
residence.
The
student
may
participate
in
not
more
10
than
two
cocurricular
or
extracurricular
activities
during
a
11
school
year
unless
the
resident
district
approves
the
student’s
12
participation
in
additional
activities.
The
student
shall
13
comply
with
the
eligibility,
conduct,
and
other
requirements
14
relating
to
the
activity
that
are
established
by
the
district
15
of
residence
for
any
student
who
applies
to
participate
or
who
16
is
participating
in
the
activity.

2.
If
a
student
participates
in
a
cocurricular
or
18
extracurricular
activity
in
accordance
with
this
section,
19
the
district
of
residence
may
charge
the
charter
school
20
up
to
two
hundred
dollars
per
activity,
for
up
to
two
21
activities.
For
a
cocurricular
activity,
one
semester
shall
22
equal
one
activity.
Extracurricular
activities
for
which
a
23
resident
district
may
charge
up
to
two
hundred
dollars
per
24
activity
for
up
to
two
activities
under
this
section
include
25
interscholastic
athletics,
music,
drama,
and
any
other
activity
26
with
a
general
fund
expenditure
exceeding
five
thousand
27
dollars
annually.
A
student
may
participate
in
additional
28
extracurricular
activities
at
the
discretion
of
the
resident
29
district.
The
resident
district
may
charge
the
student
a
fee
30
for
participation
in
such
cocurricular
or
extracurricular
31
activities
equivalent
to
the
fee
charged
to
and
paid
in
the
32
same
manner
by
other
resident
students.

280.13A,

1,
Code
2024,
is
amended

If

school
district
,
or
nonpublic
school
,
or
charter

school
operating
under
section
256E.5
does
not
provide
an
2
interscholastic
activity
for
its
students,
the
board
of
3
directors
of
that
school
district
,
or
the
authorities
in
4
charge
of
the
nonpublic
school
,
or
governing
board
of
the
5
charter
school
may
complete
an
agreement
with
another
school
6
district
,
or
nonpublic
school
,
or
charter
school
operating
7
under
section
256E.5
to
provide
for
the
eligibility
of
its
8
students
in
interscholastic
activities
provided
by
that
other
9
school
district
,
or
nonpublic
school
,
or
charter
school
.
A
10
copy
of
each
agreement
completed
under
this
section
shall
be
11
filed
with
the
appropriate
organization
as
organization
is
12
defined
in
section
280.13
not
later
than
April
30
of
the
school
13
year
preceding
the
school
year
in
which
the
agreement
takes
14
effect,
unless
an
exception
is
granted
by
the
organization
15
for
good
cause.
An
agreement
completed
under
this
section
16
shall
be
deemed
approved
unless
denied
by
the
organization
17
within
ten
days
after
its
receipt.
The
organization
shall
18
determine
whether
an
agreement
would
substantially
prejudice
19
the
interscholastic
activities
of
other
schools.
An
agreement
20
denied
by
the
organization
under
this
section
may
be
appealed
21
to
the
state
board
of
education
under
chapter
290
.

EXPLANATION
23
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
24
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
authorizes
a
student
enrolled
in
a
charter
school
26
under
Code
chapter
256E
who
receives
educational
instruction
27
and
course
content
primarily
over
the
internet
to
participate
28
in
any
cocurricular
or
extracurricular
activities
offered
29
to
children
in
the
student’s
grade
or
group
and
sponsored
30
by
the
district
of
residence
under
the
same
conditions
and
31
requirements
as
students
enrolled
in
the
district
of
residence.

The
student
shall
comply
with
applicable
eligibility,
33
conduct,
and
other
requirements
established
by
the
district
of
34
residence.

The
bill
authorizes
the
district
of
residence
to
charge
1
the
charter
school
up
to
$200
per
activity
for
up
to
two
2
cocurricular
or
extracurricular
activities
for
a
student
3
participating
as
provided
in
the
bill.
The
resident
district
4
may
charge
the
student
a
fee
for
participation
in
such
5
cocurricular
or
extracurricular
activities
equivalent
to
the
6
fee
charged
to
and
paid
in
the
same
manner
by
other
resident
7
students.
8
The
bill
authorizes
a
charter
school
operating
under
the
9
founding
group-state
board
model
to
complete
an
agreement
with
10
a
school
district,
public
school,
or
other
charter
school
11
operating
under
the
founding-group-state
board
model
providing
12
for
student
eligibility
for
interscholastic
activities
not
13
provided
by
the
charter
school
but
provided
by
the
other
14
school.
Existing
procedures
applicable
to
such
agreements
are
15
applicable
to
agreements
authorized
by
the
bill.
