establish

assessment
task
force

review
and
make
recommendations
for
a
statewide
assessment

of
student
progress
on
the
indicators
identified
pursuant

this

The
task
force
shall
recommend
a

statewide
assessment
that
is
aligned
to
the
Iowa
common
core
21
standards
excellence
academic
standard
and
is,
at
a
minimum,

valid,
reliable,
tested,
and
piloted
in
Iowa.
In
addition,

in
developing
recommendations,
the
task
force
shall
consider

the
costs
to
school
districts
and
the
state
in
providing
and

administering
such
an
assessment
and
the
technical
support

necessary
to
implement
the
assessment.
The
task
force
shall

submit
its
recommendations
in
a
report
to
the
director,
the

state
board,
and
the
general
assembly
by
January
1,
2015.

task
force
shall
assist
with
the
final
development
and

implementation
of
the
assessment
administered
pursuant
to

subparagraph
(2).
The
task
force
members
shall
include
but

be
limited
to
teachers,
school
administrators,
business

leaders,
representatives
of
state
agencies,
and
members
of
the

general
public.
This
subparagraph

repealed

The
school
districts

and
accredited
nonpublic
schools
may
report
on
other
locally

determined
factors
influencing
student
achievement.
The
school

districts
and
accredited
nonpublic
schools
shall
also
report
24
to
the
local
community
their
results
by
individual
attendance

center.

districts

subsection

locally

content
standards.
School
districts

nonpublic
schools
are
strongly
encouraged
to
set

higher
expectations
in
local
standards.
As
changes
in
federal

law
or
regulation
occur,
the
state
board
is
authorized
to
amend

the
core
content
standards
as
appropriate.

requiring

mandate

this
Act
shall

be
paid
by
a
school
district
from
state
school
foundation
aid
23
received
by
the
school
district
under
section
257.16.
This

specification
of
the
payment
of
the
state
cost
shall
be
deemed
25
to
meet
all
of
the
state
funding-related
requirements
of
26
section
25B.2,
subsection
3,
and
no
additional
state
funding
27
shall
be
necessary
for
the
full
implementation
of
this
Act

by
and
enforcement
of
this
Act
against
all
affected
school
29
districts.

constitute

with

bill
continues
to

board
of
education

bill
directs

state
board
to
adopt
rules
to

the
department
from

for
the
development
or

implementation
of
statewide

assessment
standards

unless
the
contract
or
memorandum
is
presented

the

assembly.
The
bill

bill
replaces
the
terms
“core
curriculum”,
“Iowa

curriculum”,

“Iowa
common
core”,
which
were
used
to

describe
the
academic
standards
adopted

state
board,

the
term
“Iowa
excellence
academic
standard”.
Also,

provisions
directing
school
districts
to
cooperate
with
each
20
eighth
grade
student
on
a
core
curriculum
plan
to
meet
core
21
curriculum
requirements
are
amended
to
replace
“core
curriculum
22
plan”
with
“Iowa
excellence
academic
standard
plan”
and
“core
23
curriculum
requirements”
with
“the
Iowa
excellence
academic
24
standard”.
The
term
“core
content
standards”,
which
was
used
25
to
describe
the
assessment
standards
adopted
by
the
state
26
board,
is
replaced
with
the
term
“assessment
standards”.
The
27
assessment
standards
will
remain
applicable
to
all
students
28
in
kindergarten
through
grade
12
in
every
school
district
and

accredited
nonpublic
school.
Corresponding
changes
are
made

throughout
the
Code,
and
obsolete
language
is
eliminated.

bill
may
include
a
state
mandate
as
defined
in

bill
requires
that
the

cost
of
