Section 466B.3, subsection 4, Code 2016, is 1 2 amended to read as follows: 1 3 4. Membership == voting members. The council shall consist 1 4 of the following voting members: 1 5 a. The director of the department of natural resources or 1 6 the director's designee. 1 7 b. The director of the division of soil conservation and 1 8 water quality within the department of agriculture and land 1 9 stewardship or the director's designee. 1 10 c. The director of the department of public health or the 1 11 director's designee. 1 12 d. The director of the department of homeland security and 1 13 emergency management or the director's designee. 1 14 e. The dean of the college of agriculture and life sciences 1 15 at Iowa state university or the dean's designee. 1 16 f. The dean of the college of public health at the 1 17 university of Iowa or the dean's designee. 1 18 g. The dean of the college of natural sciences at the 1 19 university of northern Iowa or the dean's designee. 1 20 h. The director of transportation or the director's 1 21 designee. 1 22 i. The director of the economic development authority or the 1 23 director's designee. 1 24 j. The executive director of the Iowa finance authority or 1 25 the executive director's designee. 1 26 k. The secretary of agriculture, who shall be the 1 27 chairperson, or the secretary's designee. As the chairperson, 1 28 and in order to further the coordination efforts of the 1 29 council, the secretary may invite representatives from 1 30 any other public agency, private organization, business, 1 31 citizen group, or nonprofit entity to give public input at 1 32 council meetings, provided the entity has an interest in the 1 33 coordinated management of land resources, soil conservation, 1 34 flood mitigation, or water quality. The secretary shall also 1 35 invite and solicit advice from the following: 2 1 (1) The director of the Iowa water science center of the 2 2 United States geological survey or the director's designee. 2 3 (2) The state conservationist from the Iowa office of the 2 4 United States department of agriculture's natural resources 2 5 conservation service or the state conservationist's designee. 2 6 (3) The executive director for Iowa from the United States 2 7 department of agriculture's farm services agency or the 2 8 executive director's designee. 2 9 (4) The state director for Iowa from the United States 2 10 department of agriculture's office of rural development or the 2 11 state director's designee. 2 12 (5) The director of region seven of the United States 2 13 environmental protection agency or the director's designee. 2 14 (6) The corps commander from the United States army corps of 2 15 engineers' Rock Island district or the commander's designee. 2 16 l. The dean of the college of engineering at the university 2 17 of Iowa or the dean's designee. 2 18 Sec. 2. Section 466B.3, Code 2016, is amended by adding the 2 19 following new subsection: 2 20 NEW SUBSECTION. 4A. Membership == legislative members. The 2 21 council shall also include four members of the general 2 22 assembly who shall serve as ex officio, nonvoting members. The 2 23 legislative members shall be appointed as follows: 2 24 a. Two members of the senate, one of whom shall be appointed 2 25 by the majority leader of the senate and one of whom shall be 2 26 appointed by the minority leader of the senate. 2 27 b. Two members of the house of representatives, one of whom 2 28 shall be appointed by the speaker of the house and one of whom 2 29 shall be appointed by the minority leader of the house. 2 30 EXPLANATION 2 31 The inclusion of this explanation does not constitute agreement with 2 32 the explanation's substance by the members of the general assembly. 2 33 This bill adds two members of the senate and two members of 2 34 the house of representatives to serve as ex officio, nonvoting 2 35 members on the water resources coordinating council. The 3 1 purpose of the council is to preserve and protect Iowa's water 3 2 resources, and to coordinate the management of those resources 3 3 in a sustainable and fiscally responsible manner (Code section 3 4 466B.3).
